About this file

This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name document dated 5/12/2026. The document recommends a brand name justification approach rather than a sole source procurement, specifying that NASA Shared Services Center negotiate exclusively with vendors who can provide Bafco, Inc. hydraulic valve actuators, with an estimated lead time of 30 weeks after award.

The justification for the single-source approach centers on the Bafco actuators' exact form, fit, and function compatibility with existing SSC valve systems, including proven compatibility with LOX and high-pressure applications. The actuators provide the specific hydraulic pressure rating, 90-degree modulating motion, and LVDT feedback already integrated into existing SSC designs, controls, and mounting hardware. The document notes that these actuators are currently standard in ongoing projects and planned valve assemblies. Using an alternative vendor would necessitate redesigning interfaces, updating controls, and requalifying the entire system, resulting in substantial cost increases, schedule delays, and compatibility risks. The procurement was submitted by a Project Engineer from Office EA01 on 5/12/2026.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor name only for supply or service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Bafco, inc. for hydraulic valve actuators. The estimated period of performance or lead-time for delivery is 30 weeks after award.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

BAFCO hydraulic actuators are required because they match the exact form, fit, and function already used in SSC valve systems, including proven compatibility with LOX and high‑pressure applications.

They provide the specific hydraulic pressure rating, 90° modulating motion, and LVDT feedback integrated into existing SSC designs, controls, and mounting hardware. Internal history shows these actuators are already standard in ongoing projects and planned valve assemblies, and alternatives would require redesign and requalification.

2. What is the impact to the government if another vendor/brand was used? Include any dollar, schedule, or compatibility impacts if possible.

Using another vendor would require redesigning interfaces, updating controls, and requalifying the system, which would add cost and delay the schedule. A non-BAFCO actuator may also introduce compatibility risks, since it would not match the established design and configuration currently used at SSC, resulting in additional engineering effort and potential operational impacts.
