About this file

This is a Brand Name Justification document from NASA Shared Services Center recommending procurement of a Yamamoto Scientific America Inc. Model SM820 Autoclave, Sterilizer and Dryer. The justification outlines unique technical requirements including 80L capacity, small footprint (<21" x 27"), low height (~3ft), fully automatic sterilization with high-pressure steam and drying capabilities, interactive touchpad controls with memory functions, and multiple safety locking mechanisms.

The justification explains that this specific model is needed to replace a non-functioning Steris autoclave in Building 22 Room C287, which was deemed cost-prohibitive to repair. The equipment is required for algal culture experiments that support the NASA PACE (Phytoplankton, Aerosol, Clouds, and ocean Ecosystem) satellite mission's algorithm development. The period of performance is 30 days upon award, and the document indicates no other brand meets the requirements at the specified price point. The justification is signed by an Oceanographer with a date of 12/6/2024.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

I recommend that NASA, NASA Shared Services Center negotiate with Vendor only for a requirement.

The purchase includes shipping. Total estimated cost of this effort is Dollar amount and the estimated period of performance is 30 day upon award of the purchase order.

OR

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Yamamoto Scientific America Inc. for Model SM820 Autoclave, Sterilizer and Dryer. The estimated period of performance or lead-time for delivery is 30 day upon award of the purchase order.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Yamamoto Scientific America Inc. Model SM820 has unique features not available from other brands. The standard and unique features required are as follows: 80 L capacity (large capacity for price point compared to other brands/models); small floor footprint <21 inches by <27 inches; low height (~3 ft) to facilitate loading and unloading; fully automatic sterilization from start to finish with high pressure steam sterilization and drying steps; interactive keypad input (touch panel) allows committing sterilization settings (time & temperature) to memory;

easy settings and operation modes for a multitude of sterilization process; increased safety and function list including forced cooling and memory functions; equipped with multiple safety locking mechanism for the lid. Extensive market research was performed involving internet search of multiple brands from over three sources.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The Steris autoclave used in Bldg 22 Rm C287 was not functioning and cost prohibitive to repair and was excessed. A replacement unit is required to retain those capabilities. Before algal culture experiments can move forward, we require an autoclave/sterilizer due to the large volume of sterile culture media required for the experiments. The experimental results will be applied to develop satellite algorithms for phytoplankton (i.e., algae) community composition for the NASA PACE satellite mission. With the recent launch of the NASA Phytoplankton, Aerosol, Clouds, and ocean Ecosystem (PACE) satellite, timely analysis of experiments and validation of ocean color satellite algorithms is paramount. No other brand meets our requirements at this price point.
