STATEMENT OF WORK
Safety and Mission Assurance Upgrades for the Commercial Production of MERINO TPS
June 2026
National Aeronautics and Space Administration Ames Research Center Moffett Field, California
C-PICA Felt Fabrication Version: Rev 1
1.0 Background
The need for investment in Entry, Descent and Landing (EDL) technologies is widely recognized within the Agency, derived in part from Objective 3.1 of the 2022 NASA Strategic Plan to “Innovate and Advance Transformational Space Technologies.” The objective identifies multiple technology thrusts, among them, “technologies that have high potential for offsetting mission risk, reducing cost, and advancing existing or creating new capabilities - technology investments that enable NASA’s science and human exploration missions and foster growth and job creation in domestic industries - through partnerships with universities, small businesses, and other Government agencies.”
With funding from NASAs Science Mission Directorate (SMD) and Research and Technology Mission Directorate (RTMD), NASA Ames is developing a new low-cost Thermal Protection System (TPS) called MERINO. Materials Engineered for Re-entry using Innovative Needling Operations (MERINO) are an advanced composite of carbon and phenolic fiber/filament that are Innovatively needled in 3D to yield an Additively Manufactured TPS.
2.0 Purpose and Scope
The purpose of this Statement of Work (SOW) is for the Vendor to perform upgrades to the MERINO TPS processing facility to improve Safety, Quality and Mission Assurance in the production of MERINO materials. Work performed is expected to bring the operation of the MERINO facility up to AS9011 / Aerospace standards for production of MERINO batting for future commercial and government missions. A partner in the development of MERINO TPS (US Patent Application ARC-19046-1) AFFCO has developed lab scale facilities that require significant upgrades to enable high volume commercial production to support future commercial space applications.
3.0 Project Structure
The contractor shall provide all labor, materials, facilities, service, equipment, analysis, and management necessary to fabricate hardware defined in section 4.0.
4.0 Contract Line-Item Numbers
The effort described by this SOW shall be completed when all Contract Line-Item Numbers (CLINS), defined in Table 1, are complete.
