About this file

This Statement of Work (SOW) details NASA Marshall Space Flight Center's requirement for developing a six degree of freedom (6-DOF) thrust measurement system load cell for liquid rocket engine hot fire testing. The vendor shall develop eight load cells - seven capable of measuring at least 25k lbf and one capable of measuring at least 100k lbf - with stringent technical specifications including accuracy requirements, environmental survivability, and specific performance parameters such as operating temperature range (-65 to +200 deg F), vibrational frequency tolerance up to 26 kHz, and maximum weight of 12 lbm.

The contract includes precise technical requirements for load cell development, including electrical interface specifications (8-PIN, 20 VDC max excitation, 4 mV/V nominal output), compensation capabilities for eccentric load and temperature, and calibration under tension and compression. The period of performance runs from May 1, 2025 through October 1, 2025, with a 12-week delivery timeline after order date. Deliverables shall be shipped to Central Receiving at Marshall Space Flight Center in Huntsville, Alabama, and will consist of eight load cells built to the specified technical requirements.

Six Degree of Freedom Thrust Measurement System Load Cell Development Statement of Work (SOW)

April 24, 2025

The National Aeronautics and Space Administration (NASA), specifically Marshall Space Flight Center (MSFC) has a need for the development of a six degree of freedom (6-DOF) thrust measurement system (TMS) for data collection during liquid rocket engine hot fire testing. This development project includes the design and fabrication of load cells that can survive the dynamic environments during hot fire testing. NASA has a need for the development of this system and these load cells to allow for successful completion of hot fire test programs.

Task 1, Load Cell Development for Hot Fire Testing

1. The vendor shall develop seven load cells capable of measuring at least 25k lbf of force and one load cell capable of measuring at least 100k lbf of force with accuracy requirements below.

a. Static Error Band ±0.04 %FS

b. Nonlinearity ±0.04 %FS

c. Hysteresis ±0.05 %FS

d. Nonrepeatability +±0.01 %RO

e. Side Load Sensitivity ±0.25 %

f. Eccentric Load Sensitivity ±0.25 %/in

2. The vendor shall develop load cells capable of surviving vibrational frequencies up to 26 kHz.

3. The vendor shall produce load cells that are able to survive the outdoor environment that may be experienced in northern Alabama for 3+ years. The load cells shall provide accurate measurements regardless of weather conditions.

4. The vendor shall design the load cells to interface with NASA developed testing equipment. This includes but is not limited to physical interfaces with the test facility and electrical connections. Interface details are enumerated below.

a. The load cell mechanical interface shall be mutually agreed upon.

b. The load cell electrical interface shall be 8-PIN

c. Excitation voltage of 20 VDC Max

d. Rated output of 4 mV/V Nominal

e. Bridge Resistance of 350 Ohm

f. Insulation Resistance of 5000 MOhm

5. The vendor shall develop load cells that include eccentric load compensation, barometric compensation, and temperature compensation range of +15 to +115 deg F.

6. The vendor shall develop load cells that have calibration under both tension and compression.

7. The vendor shall develop load cells that have an operating range of -65 to +200 deg F.

8. The vendor shall develop load cells that have effect on zero ±0.0008 %RO/deg F and effect on output ±0.0008 %RO/deg F.

9. The vendor shall develop load cells that weigh no more than 12 lbm.

10. The vendor shall develop load cells that have a natural frequency greater than 3 kHz.

11. The vendor shall deliver the finished product within 12 weeks of the order date.

12. The vendor shall provide calibration data for each load cell at NASA’s request.
