Statement of Work for Louisiana Technology Transfer Support to NASA SSC
Period of Performance: 12 months
TITLE: Louisiana Technology Transfer Support to NASA SSC
1.0 Background
The Office of Technology Development is responsible for the management of NASA’s technology development and technology transfer programs at Stennis Space Center (SSC). This includes the planning and execution of technology development projects, intellectual property portfolio optimization and management, Small Business Innovative Research (SBIR)/Small Business Technology Transfer (STTR) strategy and management, and Technology Transfer (T2) process optimization and implementation. In the spirit of NASA’s Mission Support Future Architecture Program (MAP) and Digital Transformation initiative, the Office of Technology Development creates, deploys, operates, and enhances enterprise systems to enable and/or improve the performance of Agency and SSC functions. The Center Chief Technologist serves as the principal advisor to Center leadership and to the Agency’s Office of the Chief Technologist on matters concerning Center-wide technology development. The NASA Engineering and Safety Center (NESC) performs independent testing, analysis, and assessments of NASA’s projects to ensure safety and mission success.
Through a Memorandum of Understanding (MOU), NASA-SSC and the State of Louisiana provide expertise, facilities and other resources to Louisiana companies, academic institutions, and other entities for the purpose of developing cutting-edge technology to fulfill and support SSC’s assigned objectives and NASA’s mission goals. The Office of Technology seeks assistance in identifying capabilities and defining technology needs for academia and industry within the state to benefit NASA’s technology transfer mission.
2.0 Task Definitions
This section describes the tasks necessary to assist the SSC Office of Technology Development in supporting the Agency and SSC Technology Transfer activities, but not limited to, Task 1: Technology Transfer
Conduct reviews and analysis of NASA technology which could provide commercial further research and development opportunities to the private and academic sectors in the geographic region.
Support the SSC New Technology Representative and Software Release Authority to seek licensees for the NASA patent portfolio and software catalog.
Support NASA/SSC T2U and T2X entrepreneurship initiatives in Louisiana.
Engage NASA Technology Transfer personnel and others to interact with industry, academia and others in the region to utilize NASA technology or leverage NASA research opportunities.
Support the dissemination of NASA science and technology information from to all universities and Technical Colleges throughout Louisiana
Provide updates regularly on technology-oriented companies, entrepreneurs, and university research faculty in LA that are/have developed new, innovative technologies that may be of interest to NASA.
Support on-going meetings to engage technical, scientific, and program personnel at Stennis with LA universities or other research institutions and their Offices of Research/Sponsored Programs to NASA mission-needs.
Task 2: Technology Maturation
Enhance communications between NASA, other government agencies, industry and academia enabling the transfer of NASA technology for commercial and societal benefit.
Maintain a working knowledgebase of academia and industry involved in technology development and maturation with interest in NASA developed technology and capabilities.
Support potential licensees in identifying relevant technologies to license and navigating the licensing process.
Provide support to potential NASA technology licensees to assist in gaining access
Task 3: Regional Partnerships and Knowledge Transfer
Develop partnerships with economic development entities in the region to assist in developing technology partnerships for dissemination of NASA developed technology to industry and academic\a
Provide mentorship related to success technology transfer strategies and lessons learned in Louisiana to industry, academic and economic development entities to other groups in Louisiana and the region.
Facilitate visits by universities to Stennis for briefings designed to foster collaboration which advances faculty R&D plus help NASA solve technical needs.
Task 4: Benchmarking and Process Improvement
Conduct “gap” analysis to identify technology barriers that need to be overcome to meet evolving new NASA technology needs.
3.0 Deliverables
This deliverables for this SOW include, but are not limited to,
1. Provide a weekly activity report no later than noon every Wednesday using the online system provided by the Technology Development Office.
2. Participation in weekly Technology Transfer staff meetings periodically to communicate activities under this task.
3. Provide a final report within ten (10) days of completion of this contract. The report shall be delivered to the SSC Technology Transfer Officer via email. The final report should document the contractor’s notable activities and accomplishments during the contract period of performance.
4.0 Travel
Travel Estimate: Travel is not anticipated as part of this activity.
