About this file

This is a Statement of Work (SOW) for a one-year contract engagement with the National Aeronautics and Space Administration (NASA) focused on wildfire management innovation and industry collaboration. The contractor shall engage for-profit entities in the wildfire management, utility, and insurance sectors within a pre-competitive environment to facilitate trust-building, innovation sharing, and market intelligence related to fire behavior modeling, risk mitigation, community resilience, and Wildland-Urban Interface (WUI) exposures.

The contractor's primary responsibilities include conducting research activities that leverage NASA Earth Science Division (ESD) data products—including FIRMS, MODIS, VIIRS, POWER, and Black Marble—to enhance wildfire analytics and fuel moisture datasets while facilitating model inter-comparisons. The contractor must coordinate with the NASA representative to ensure students, postdocs, and Industry Advisory Board (IAB) members have full awareness of NASA assets and access methods. Additional duties require clear communication of IAB meeting agendas and outcomes to NASA, submission of quarterly reports detailing IAB engagement and industry collaboration opportunities aligned with NASA ESD IUCRC reporting requirements, and conveyance of emerging operational needs from IAB members to inform next-generation NASA ESD missions and capabilities with emphasis on decision-making requirements and commercialization pathways. Work shall be performed at the contractor's facility during the period January 1, 2027 through December 31, 2027.

STATEMENT OF WORK

1. Objective/Requirements Engaging for-profit entities in a pre-competitive space for trust-building, innovation, and market intelligence in the wildfire management, utility, and insurance sectors targeting fire behavior modeling, risk mitigation, community resilience, and Wildland-Urban Interface (WUI) exposures.

2. Characteristics, Scope, and Specs

The contractor shall perform the following duties:

Perform research activities that leverage NASA Earth Science Division (ESD) data

(ranging from active fire and Earth observation products like FIRMS, MODIS, VIIRS, to POWER and Black Marble) to enhance wildfire analytics, fuel moisture datasets, and model inter-comparisons.

Work with the NASA representative to ensure students, postdocs, and the Industry Advisory Board (IAB) members are fully aware of NASA assets and ways to access and discover them.

Clearly communicate the IAB meeting agenda and outcomes to the NASA representative.

Submit reports quarterly reports to provide frequent updates on IAB engagement, industry needs, and collaboration opportunities in alignment with NASA ESD IUCRC reporting requirements.

Convey existing and emerging operational needs of IAB members to help drive the next generation of NASA ESD missions and capabilities, paying special attention to decision-making needs and long-term commercialization pathways.

3. Place of Performance

The work will be performed at contractor facility.

4. Period of Performance The work shall be performed January 1, 2027, through December 31, 2027.
