List of NASA Stennis B2 Test Stand

Pacific Instruments Hardware Evaluation/Recalibration/Repairs

August 2026

Statement of Work:

The listed serial numbers of Pacific Instruments hardware are in need of evaluation, testing, recalibration, and (where necessary) repairs. These items were bought years ago from Pacific Instruments for use at the B2 Test Stand at NASA Stennis Space Center. The items need maintained to ensure we have sufficient working critical spares on hand to record data on the B2 test stand’s data acquisition systems.

The vendor will:

1) Receive the listed serial numbers of items, which SSC will ship to them.

a. The items are 40 Pacific Instruments Model 6068-3006 cards and 1 Pacific Instruments Model 6000UB chassis

2) Perform testing/evaluation, diagnosis of any problems, troubleshooting, and electronic repairs

3) Perform recalibration

4) Provide a repair report listing work performed

5) Ship back the hardware fully tested and refurbished as needed to a repaired/recalibrated “refurbished - like-new” state.

6) In the event certain items, upon vendor evaluation, are diagnosed as beyond economical repair, contact SSC for further guidance.

Note: The Pacific Instruments $675 per card service level (PIRPR-6000) instead of the $925 per card service level (PISVC-6000) is acceptable as while we want testing and calibration, detailed calibration data and a formal calibration certificate is not required.

Sole Source Justification:

Pacific Instruments (of Concord, California) is the manufacturer of the items in need of evaluation/repair. Due to the proprietary design of these items, Pacific is the only organization capable of handling this work. No other supplier would have the knowledge of the proprietary design and proprietary test/evaluation processes for handling these items. Due to the specialized nature of these items (signal conditioning hardware systems for rocket propulsion testing), it is critical that they be repaired solely by the organization that has proprietary knowledge of the design (e.g. the OEM that designed it in the first place).

Note Regarding IT Security:

This would not be considered an IT acquisition because NASA is not buying anything new. The items are already owned by NASA Stennis and we are just paying for evaluation and repair of items we already own. Furthermore, the items are primarily analog signal conditioning hardware (like analog amplifiers and excitation power supplies) and are not necessarily IT (they’d more be OT – Operational Technology). Finally, no items need added to a security plan as we are not buying any new items.
