About this file
This Statement of Work (SOW) details NASA's requirements for developing two high-bandwidth Avalanche PhotoDiode (APD) prototype modules: LLAM CD3830 PRO-3 and PRO-4. The contract requires delivering two PRO-3 and one PRO-4 detector modules with specific technical specifications, including operational temperature at ≤-20°C, APD gain ≥200 A/A, module bandwidth ≥12 MHz, and input-referred noise <0.3 pA/√Hz. The contractor must perform comprehensive characterization testing at different temperatures and provide detailed specification and characterization reports.
The contract period of performance is 30 weeks from the award date (approximately September 30, 2025), with multiple mandatory meetings including a kickoff meeting, monthly status meetings, and a pre-ship meeting. The contractor must submit draft and final module specifications and characterization reports according to a Contract Data Requirements List (CDRL), with NASA reviewing and approving deliverables before hardware shipment. Key deliverables include detailed module specifications covering materials, electro-optic specifications, absolute maximum ratings, and package outline drawings, along with comprehensive characterization reports documenting performance parameters across various testing conditions.

1 Deliverables The Contractor shall support the meetings and provide deliverable products as specified below.
1.1 Meetings
1.1.1 Kickoff Meeting
The Contractor shall support a 1-hour virtual kickoff meeting within 2 weeks of contract award.
This virtual meeting will allow for discussion between contractor and the National Aeronautics and Space Administration (NASA) regarding high-level review of the engineering, production, and testing tasks the contractor will be undertaking to fulfill the contract deliverables.
1.1.2 Monthly Status Meeting
In addition to kickoff (section 1.1.1) and pre-ship (section 1.1.3) meetings, the Contractor shall support a monthly 1-hour virtual status meeting for the purpose of updating NASA on progress towards delivery of the prototype hardware. The first meeting shall occur 4 weeks after contract award. If mutually agreed by the contractor and the government, updates may be provided via email instead of virtual conferencing.
1.1.3 Pre-Ship Meeting
The Contractor shall support a 2-hour virtual pre-ship meeting during which the contractor’s team shall provide briefing of their APD detector module characterization results for all modules and provide NASA with an opportunity to review the results with the contractor prior to shipment of hardware. Module specifications and characterization reports shall be made available to NASA 1 week prior to the Pre-Ship meeting.
1.2 Module Specifications
The Contractor shall furnish a specification sheet for the prototype APD module. The following items shall be included:
1. Materials List describing the APD die part number, TEC part number, thermistor part number, package description, glass properties, and purge gas composition/concentration.
2. Electro-Optic Specifications including the minimum and maximum values for the following (unless otherwise noted, specified with APD die controlled to +25 ℃ and -20
a. Breakdown Voltage
b. Operating Voltage
c. Dark Current
d. Spectral Noise
e. Noise Equivalent Power
f. Bandwidth
g. Gain Peaking
h. Output DC Offset

f. Maximum Leak Rate
4. Package Outline Drawing
a. Critical dimensions locating APD die position, external features, and pins
b. Electrical Pinout
c. Window flatness
1.3 Characterization Reports
The Contractor shall furnish a characterization report for each detector module. Critically, the thermistor calibrations shall be performed before commencing all other characterization such that consistent and traceable thermal conditions are maintained throughout performance testing of each module.
The following tests are expected to be performed at the APD die level before assembly into the module. The contractor may exercise discretion regarding the correct level of assembly to perform testing given limitations of test setup and fundamental performance constraints of the device under test. At a minimum these tests shall be performed at +25 ℃). Additional testing at – 20 ℃ is optional).
IVGN (current, voltage, gain, noise), step size at discretion of contractor C-V (capacitance versus voltage) scan of operational voltage to within 5 V below breakdown, step size at the discretion of contractor Spectral Response (measured from ~1000 nm to ~1100 nm) at gain of ~200 A/A
This report shall include the manufactures’ measured performance parameters including but not limited to (unless otherwise noted, APD die controlled to +25 and -20 ℃):
Full responsivity surface scan at 635 nm (only measured at +25 ℃) Line responsivity scan at 1064 nm (only measured at +25 ℃) Breakdown Voltage Operating Voltage Module Responsivity @ 1064 nm ±5 nm Dark Current versus Bias Voltage Output DC offset Noise Equivalent Power Bandwidth (only measured at +25 ℃)
All unique testing configurations shall be specified in a block diagram, tables, or text within the report with sufficient detail for NASA to re-create the test or compare alternate test methods in a fair manner. For example, tests involving illumination should include the following information:
the source type, wavelength range, beam diameter, and incident optical power level within the active area of the APD are desired to be captured. The electrical interface to test equipment including impedance of terminations or ancillary signal conditioning equipment is to be included along with key settings of test equipment.
