About this file

This is a Statement of Work (SOW) for NASA/Goddard Space Flight Center (GSFC) dated February 12th, 2026, outlining microwave instrument interface design and analyses work for NASA's Boeing 777 aircraft. The work involves designing and analyzing mechanical structural interfaces for three microwave instruments—the Microwave Barometric Radar and Sounder (MBARS), the Configurable Scanning Submillimeter-wave Instrument/Radiometer (CoSSIR), and the Conical Scanning Millimeter-wave Imaging Radiometer (CoSMIR)—that will be mounted on the Community Interface Plate in the aircraft's cargo hold. The mechanical interfaces must accommodate ultimate load factors and differential pressure with instruments installed. The period of performance runs from task award through 10 weeks after receipt of order (ARO).

The SOW specifies five key deliverables: (1) mechanical analysis of the MBARS 18.5-inch Gaussian optics lens antenna (GOLA) updating the Pre-3 version with a margin of safety table and finite element analysis (FEA) model validation per draft requirements document 7-000-STDR-801, including two NASA engineering reviews and one post-review revision; (2) MBARS GOLA antenna hermetic bulkhead enclosure design holding the antenna at two degrees off-nadir in the aft direction, interfacing with the Community Interface Plate, accommodating two 27-kg radar transceivers, with one review and revision; (3) mechanical analysis of the MBARS bulkhead enclosure with two reviews and revision; (4) COSMIR/COSSIR hermetic bulkhead interface ring design as a single assembly to replace existing ER-2 aircraft components, featuring a replaceable bottom section to enable adaptation to different aircraft bulkheads, with one review and revision; and (5) mechanical analysis of the COSMIR/COSSIR interface ring with two 1-hour reviews and revision. All designs and analyses must comply with NASA Boeing 777 draft structural requirements and include regular communication with NASA engineering teams.

Statement of Work for NASA/Goddard Space Flight Center (GSFC) Microwave Instrument Interface Design and Analyses Work for NASA’s Boeing 777 Aircraft

Date: February 12th, 2026

Objective

NASA/Goddard Space Flight Center seeks to leverage previous design and analysis work performed to design and analyze mechanical structural interfaces for microwave instruments to fly on the NASA Boeing 777 for airborne science. These instruments include the Microwave Barometric Radar and Sounder (MBARS), the Configurable Scanning Submillimeter-wave Instrument/Radiometer (CoSSIR), and the Conical Scanning Millimeter-wave Imaging Radiometer (CoSMIR).

These three instruments will fly in the NASA Boeing 777 cargo hold mounted on the Community Interface Plate. The mechanical structural interface shall accommodate required ultimate load factors and diUerential pressure with the instruments installed.

Period of Performance

The period during which the work for this task shall be performed is from task award thru 10 weeks ARO.

Deliverables

1. Mechanical analysis of the Microwave Barometric Radar and Sounder (MBARS) 18.5-inch Gaussian optics lens antenna (GOLA) for airborne deployments based on preior analysis and the “NASA’s Boeing 777 Design Requirements Document 7-000-STDR-801 Draft (unsigned, dated October 2023, file name “B-777 Structural RQMTs (DRAFT)”.

This analysis will update the Pre-3 version with the following modifications:

a. Addition of a margin of safety (MS) table based on the NASA Boeing 777 cargo bay limits in the 7-000-STDR-801 Draft document

b. Finite Element Analysis (FEA) Model Validation

The mechanical analysis will have an added section to validate the FEM model per the 4.1 “Finite Element Analysis (FEA)” section of the 7-000-STDR-801 Draft document.

This deliverable includes two (2) reviews with the NASA Boeing 777 engineering team to address questions and concerns, and a single post-review revision to the mechanical analysis + document. This eUort shall include regular communication as needed.

2. MBARS GOLA antenna hermetic bulkhead enclosure design for B777 based on a prior preliminary design and the 7-000-STDR-801 Draft document. This antenna bulkhead enclosure shall hold the GOLA antenna at two degrees oU-Nadir in the aft direction, and shall be located on the Community Instrument Plate within the cargo section of the aircraft.

The bulkhead enclosure shall interface mechanically with the new NASA B777 Community Interface Plate shown in Figure 1, and shall be non-interfering with aircraft structural and floor elements as shown in the “Community Instrument Plate Installation (2025-11-21).stp” solid model. Note that this model includes elements such as a safety railing, and floor cover over the community interface plate that are notional and may be disregarded. The solid model also includes a notional MBARS GOLA antenna hermetic bulkhead enclosure that may be disregarded.

Figure 1: Community Instrument Plate

The MBARS GOLA antenna hermetic bulkhead enclosure shall point the antenna two degrees oU-nadir towards the aft to partially compensate for the expected forward oU-nadir pitch of the aircraft during flight. It shall also allow for two radar transceivers to be mounted to it <OR> to other aircraft structure in direct proximity to the antenna hermetic bulkhead enclosure. Each transceiver has a mass of 27 kg

This design eUort shall include communication with the NASA engineering teams as needed as well as a single review with the NASA Boeing 777 engineering team and post-review revision to the design.

3. Mechanical analysis of the MBARS GOLA antenna hermetic bulkhead enclosure based on the format and requirements discussed in Deliverable 1.

This deliverable includes two (2) reviews with the NASA Boeing 777 engineering team to address questions or concerns, and a single post-review revision to the mechanical analysis + document. This eUort shall include regular communication as needed.

4. COSMIR/COSSIR hermetic bulkhead interface ring design. This is a single design to interface the COSMIR or COSSIR radiometer to the 16-inch ports on the NASA B777 community interface plate. This interface ring shall interface on the bottom with the community interface plate and shall interface on the top with the 2046462_AF0_1004 plate shown in green below.

The bottom ~5 cm interface of this interface ring shall be replaceable to allow the overall ring to be adapted to diUerent aircraft bulkheads if required.

Figure 2: Solid model of COSMIR/COSSIR mounted on NASA's Boeing 777 community interface plate with ER-2 structure that will be replaced by this work.

Note that this ring will take the place of a number of elements shown in the current “Community Instrument Plate Installation (2025-11-21).stp” solid model and Figure 2 that were based on the NASA ER-2 aircraft installation. The elements to be replaced include four rings and flexible bellows. These shall be replaced by a single solid ring assembly to hold the radiometer as shown below.

Figure 3: COSMIR/COSSIR located as required on NASA's Boeing 777 community interface plate without the interface ring to be designed in this eIort.

The ring shall be designed to accommodate NASA Boeing 777 draft requirements as detailed in the 7-000-STDR-801 Draft document.

This design eUort shall include communication with the NASA engineering teams as needed as well as a single review with the NASA Boeing 777 engineering team and post-review revision to the design.

5. Mechanical analysis of the COSMIR/COSSIR interface ring based on the format and requirements in Deliverable 1.

This analysis shall include two 1-hour reviews with the NASA Boeing 777 engineering team, with a single post-review revision to the analysis/report.
