About this file

This is a Technical Assistance Scenario document for Category 2.4.6 (Other Assistance) within an RFP that appears to be for the Clean Water State Revolving Fund (CWSRF) program in Oregon. The scenario presents a small, rural community applying for a CWSRF loan to address a deteriorating combined sewer system prone to combined sewage flooding. The community lacks sufficient staff capacity to identify and apply for required federal, state, and local permits (including stormwater, air quality, removal/fill, and land use capability statements) and needs assistance communicating project updates, costs, and community benefits to residents. Proposers are instructed to describe activities, deliverables, and estimated not-to-exceed pricing for additional trainings and assistance, with specific focus on work activities to support the public works team in permit identification and the process for assessing community training needs related to CWSRF program requirements.

The document requests that proposers provide itemized cost estimates for each deliverable with a not-to-exceed amount for the total scope of work. Proposers must also explain their organization's approach to assessing training needs for Oregon communities participating in the CWSRF program and describe any organizational considerations relevant to providing such training. The format includes spaces for listing individual tasks and associated costs, culminating in a total NTE price. No specific budget cap, response deadline, award date, or contract term information is provided in this scenario template document.

CATEGORY 2.4.6 Other assistance

· The Proposer may propose additional trainings and assistance identified through the outreach process and as determined with Agency

· Identify federal, state, and local permits for the construction of the project (e.g., stormwater, air quality, removal/fill permit, land use capability statements, etc.)

SCENARIO

A small, rural community is applying for a CWSRF loan for its combined sewer system that is in a state of disrepair, prone to combined sewage flooding into the homes, streets and parks of the city. The public works director and the city manager and other personnel do not have enough staff to help with identifying and applying for additional permits needed for this project and they also need to communicate to the community members updates about the project, its costs, and the benefits it will have for the community.

Please describe the activities, deliverables, and estimated not-to-exceed (NTE) price that Proposer would offer for this community. Focus specifically on additional trainings and assistance Proposer would offer and the work activities Proposer would employ with the public works team to identify federal, state, and local permits for the construction of the project (e.g., stormwater, air quality, removal/fill permit, land use capability statements, etc.).

How would Proposer’s organization assess needs of specific training for communities in Oregon related to the CWSRF program, funding projects, and meeting program requirements? Please describe any considerations regarding training related to Proposer’s organization.
