INTRODUCTION
The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is seeking potential sources with the ability to provide a Commercial off the Shelf (COTS) training solution that meets the requirements of Advanced Multi-Engine fixed-wing training at Training Air Wing FOUR, NAS Corpus Christi, TX.
This announcement is to determine the availability and technical capability of small businesses (including the following subsets, HUBZone Small Business concerns; Certified 8(a) Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns, Woman-Owned Small Business concerns) or businesses other than small to provide the required products and/or services.
PROGRAM BACKGROUND
Chief of Naval Air Training (CNATRA) provides the Navy’s undergraduate multi-engine training. The legacy T-44C Pegasus aircraft fleet has been used for this training for over 40 years and is being replaced with the T-54A.
Multi-Engine training requires interactive systems courseware that illustrates each major system diagram of the T-54A, as well as demonstrates what happens throughout the systems, with resultant displayed Crew Alerting System (CAS) messages, in any configuration or during component failure. There should be immersive scenarios throughout the interactive system that demonstrate changes in the system, for example illustration of system changes resulting from the manipulation of a switch from position to position or resulting from component failure. The provided solution also needs to display aircraft CAS messages when a component is turned off or fails. In addition to demonstrating form and function of each system, the training needs to specifically include a full and complete training on the Pro Line Fusion™ avionics system. This training should specifically include training on the Pro Line Fusion™ avionics system that demonstrates system setup for departure, enroute navigation, arrivals, weather avoidance, and emergencies. This training is expected to be enhanced through videos and example flight plans.
The target audience for CNATRAINST 1542.198 includes the U.S. Navy, Marine Corps, Coast Guard, and international military partners. The current academic structure is front loaded with academic (ground-based) content, followed by hands-on learning in part-task trainers, training devices, and the aircraft. Students use an Apple iPad® as electronic kneeboards (EKBs) and for referencing electronic manuals and other publications; any solution provided needs to be fully compatible with these specific devices.
