Request for Proposals No. T16SOL10011

For

Arts & Industries Building

Exhibition Design Services

Amendment No. 2

The RFP #T16SOL10011 is hereby amended effective as of the date hereof by providing the additional information identified below and in the bold, numbered questions and corresponding Smithsonian responses below. The issues are generally presented by subject matter. Where a question relates to a certain page or section of the RFP, the Smithsonian response may refer to such page or section for clarification and may restate the section and the name of the section.

Oral Presentations. Pursuant to Section L.1.3 of the RFP, the Smithsonian reserves the right to request that any or all of the offerors, as it deems to be in the best interest of the Smithsonian, make an oral presentation. Offerors are advised that if the Smithsonian makes a request for an oral presentation, the Smithsonian anticipates holding such presentations in Washington, DC on February

22, 2016. Travel and per diem for any such meeting will be the responsibility of each company.

1. Question: Does the new budget include the fundraising package?

Answer: Yes, the fundraising package is part of the Schematic Design scope. Please refer to

Section C.3.3 and Section C.4.2 of the RFP.

2. Question: In the RFP, the first paragraph of C3 Schematic Design states that “Schematic submission shall also include narratives for all architectural and engineering systems, such as mechanical, electrical, plumbing, fire alarm and protection, security, etc.” But in

Amendment #1, answers for Q112 and Q113 imply that an A/E firm will be hired separately by the Smithsonian. Can you please confirm that the bidders for the RFP must have architects and engineers on their teams? And if bidders DO need to include architects and engineers, can you please further explain your answers to Q112 and Q113?

Answer: The schematic submission shall include a narrative of the “mechanical, electrical, plumbing,” etc. requirements of the exhibition. The Smithsonian’s architect will design the base building modifications (e.g. HVAC and electrical equipment and systems) that will be needed to meet those requirements. Close coordination between these two design and engineering teams will be necessary, but the Contractor’s A/E team will not be required to design base building construction nor will the Smithsonian’s A/E be responsible for designing the electrical, mechanical, security, etc. components of the exhibits themselves.

3. Question: Would it be possible to receive a list of exhibit design firms that have worked with the Smithsonian Institution on projects related to your RFP? Being an African

American and Latino owned firm, we would like to partner with an exhibit design team and provide our expertise in architecture, historical preservation, and graphics.

Answer: The RFP is publicly available on FBO.gov. Firms that have requested a copy of the RFP include the following:
