T-38 A/B Airspeed Indicator Upgrade Sources Sought Synopsis (SSS)

FA8220-24-R-DS08

T-38 A/B Airspeed Indicator Upgrade

This announcement constitutes a Sources Sought Synopsis (SSS), no solicitation exists; therefore, do not request a copy of the solicitation. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the US Government to form a binding contract.

Companies that respond will not be paid for the information submitted. The US Government (USG) is hereby soliciting capability statements from interested sources for the T-38A/B airspeed indicator upgrade.

1. Purpose

This is the 1st RFI published for this effort. The USG is attempting to locate a solution that does not require development of hardware or software to interface with the existing T-38 avionics system.

This SSS is intended to gather information and feedback from interested sources to provide the availability of commercial sources to implement this capability into the aircraft. The USG intends to do a one-time buy and does not require a repair contract. This SSS is intended to provide the USG with a summary of the technology and resources available within industry to support this upgrade effort. The scope of this effort covers 57 T-38 A/Bs.

This SSS is to conduct market research to determine if any available sources exist, and to assist in determining if this effort can be competitive and/or a Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding size standard of 1,250. The Government will use this information to determine the best acquisition strategy for this procurement. The USG is interested in all small businesses to include 8(a), Service- Disabled Veteran Owned, HUBZone, and Women-Owned small business concerns. The USG requests that interested parties respond to this notice and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the USG and/or to the commercial sector for the past three years. Any responses involving teaming agreements should delineate the work between the prime and the teaming partners.

2. Scope of Task:

The USG is researching options to integrate the airspeed indicator into the T-38 A/B model. The USG preferred solution meets the following requirements:

1) Provide a direct replacement for a MIL-PRF-27197, type AVU-8B/A airspeed indicator for 57 T-38A/B aircraft, two per aircraft (114 units).

2) As close to a form, fit, function, interface replacement as possible is preferred with the following exceptions:

a) Airspeed indication must be able to go as low as 50 knots.

b) Other specifications must be as good or better than the indicator to be replaced.

3) Indicator must be able to meet USAF Primary Flight Reference (PFR) requirements of MIL- STD-1787 and section 11.2 of MIL-HDBK-516, an indicator currently in use on another USAF platform would be preferred.

4) All hardware will have environmental testing completed per MIL-STD-810 or DO-160 equivalent as needed for the T-38 operating environment and flight envelope.

5) All hardware will have Electromagnetic Interference (EMI) testing completed per MIL-STD- 461 or DO-160 equivalent.
