About this file
This document is a Request for Information (RFI) issued by the Air Force Life Cycle Management Center (AFLCMC) regarding Contractor Operated and Maintained Base Supply (COMBS) services for the T-1A trainer aircraft. AFLCMC is seeking information from interested parties, including large and small businesses, to develop the acquisition strategy for these services. The RFI provides details on the COMBS requirement, which includes reliability/maintainability, engine heavy maintenance, configuration management, supply support, warranty, material management, maintenance data collection, drop-in maintenance/modification, engine maintenance, and support equipment maintenance. The government is exploring options to establish a flexible contract that allows for adjustments to the required level of support without driving up costs or increasing risks. Responses are requested by August 22, 2024, but this RFI is not a solicitation, and the government is not committed to issuing a solicitation or awarding a contract.

T-1A Trainer Aircraft Contractor Operated and Maintained Base Supply (COMBS) Request for Information
This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) 10 Market Research. This is not a solicitation, no solicitation exists. This is not a request for a quote, request for proposal, or an invitation to bid, nor is this to be construed as a commitment by the US Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will not reimburse or pay for any information submitted in response to this RFI or any follow-up information requests. Air Force Life Cycle Management Center (AFLCMC), Training Aircraft Division/Sustainment Branch (AFLCMC/WLDW) is seeking to identify sources that may be capable of Contractor Operated & Maintained Base Supply (COMBS) which currently consists of 4 Main Operating Bases (MOBs).
1. DESCRIPTION:
The North American Industrial Classification System (NAICS) code is 488190, “Other Support Activities for Air Transportation”, size standard $40M. Major logistics elements will include, but are not limited to, providing operations and logistics support with Federal Aviation Administration (FAA) certified parts and maintenance as well as parts and maintenance for the mission systems for the T-1A aircraft. The Contractor Logistic Support (CLS) services provider will be responsible for providing support as follows:
COMBS.
The Government is seeking to optimize flexibility within CLS services contracts. We are exploring pricing variable levels of support into the T-1A COMBS contract as part of this initiative and are seeking industry feedback and ideas on possible options. The goal is to establish a flexible contract that allows the Government to adjust required level of support as needed without driving costs or significantly increasing the risks to the Contractor or the Government. The T-1A has begun aircraft retirements starting in FY23 with full divestment planned by the end of FY26. Retiring aircraft may be reutilized, disposed, and/or transferred for the use of Foreign Military Sales or other agencies/organizations. The following scenario is for research purposes only and your candid answers will aid our strategy planning for the T-1A COMBS contract. There is no solicitation package available currently. These aircraft are maintained using commercial manuals and FAA processes. These requirements shall be accomplished in performance-based terms. These tasks include but are not limited to reliability/maintainability, engine heavy maintenance, configuration management, supply support, warranty, material management, maintenance data collection, drop-in maintenance/modification, engine maintenance, and support equipment maintenance. The maintenance, parts, and labor facilities must be compliant with the FAA regulations and U.S. Air Force requirements. Contractors must establish Associate Contracting Agreements (ACA) or necessary working relationships with Original Equipment Manufacturers (OEMs) to access necessary data to support the fleet and allow the Contractor to maintain aircraft parts, engines, accessories and systems so that the FAA certification is not compromised. The labor force composition must include FAA certified personnel to annotate completed work in the aircraft maintenance forms and report the aircraft’s airworthiness status.
The Government is interested in responses from all businesses to include Large Businesses, Small Businesses, Small Disadvantaged Businesses, 8(a), Veteran-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, and Women-Owned Small Business concerns.
