About this file

This is a Request for Information (RFI) issued by the South Dakota Department of Public Safety (SDDPS) in partnership with the South Dakota Bureau of Information and Technology (BIT) regarding the modernization of the state's driver licensing system. The RFI seeks information from vendors regarding solutions and capabilities for replacing the current aging driver licensing platform, which relies heavily on manual processes and disconnected systems. SDDPS is interested in receiving responses from vendors with existing driver licensing solutions, emerging products, and custom-built approaches that demonstrate understanding of the complexity of driver licensing operations. The RFI was released on July 1, 2026, with vendor inquiries due by July 13, 2026, and final responses due by July 31, 2026. The state anticipates conducting live vendor presentations virtually via video conferencing for solutions that appear to meet DPS's needs, with presentation dates to be determined. Vendors should submit searchable PDF responses to Jeannelle.Yitagesu@state.sd.us with questions regarding the RFI also directed to this email address by the July 13 deadline.

The RFI requests comprehensive information across multiple functional areas including driver services (licensing, identification cards, learner's permits, photo capture, scheduling, and testing), driver records management, customer management, financial operations, common functions, desired system functions, hosting capabilities, implementation approach, data conversion, testing, training, ongoing support, and perspectives on AI tools in system modernization. The state emphasizes its interest in modernization benefits such as improved customer experience through digital channels, automation of daily tasks, enhanced partner interfaces with courts and law enforcement, improved financial management, county and city integration, expanded data access and reporting, federal compliance with AAMVA REST interface standards, and establishment of a unified system of record. The RFI explicitly disclaims any procurement commitment, stating that no contract will be assumed from RFI responses and that SDDPS and BIT will not pay for requested information or reimburse vendor costs. Vendors may designate proprietary information with explanations and provide redacted versions of responses as needed.

System Modernization RFI – Request for Information

Project:

Date:

DPS Driver Licensing Modernization July 1, 2026

System Modernization RFI Page 1 of 8

1. Background The South Dakota Department of Public Safety (SDDPS) is undertaking a modernization of its driver licensing system to replace its current aging platform, which has accumulated significant functional gaps across nearly all areas of operation. The current system relies heavily on manual processes, disconnected platforms, and institutional knowledge to compensate for limited automation and integration capabilities.

Key drivers of this modernization include:

Improving the customer experience through expanded self-service and digital channels

Automation of daily tasks and data processing Improving interfaces management and data processing with key partners such as courts and law enforcement Improving financial management capabilities Improving collaboration and integration with county and city offices Expanding access to data, improved data quality and better reporting tools Meeting evolving federal compliance requirements — including AAMVA REST interface standards Establishing a unified system of record across driver licensing, enforcement, and financial operations.

Through this Request for Information (RFI), SDDPS seeks to understand the capabilities of modern driver licensing solutions and how prospective vendors can support the state's vision for a configurable, integrated, and maintainable future-state system.

This RFI is designed to:

Identify technology that may provide new or improved licensing operations benefits;

Invite respondents to demonstrate their products/services; and Enable state staff members to see potential solutions.

SDDPS seeks to understand the capabilities of both established and emerging solutions.

Vendors who do not have a currently deployed driver licensing system are encouraged to respond, describing their approach, relevant experience, and proposed solution architecture. The State is interested in innovative ideas and custom-built solutions that may offer unique advantages.

2. Instructions Qualified vendors are encouraged to review this RFI and respond with a document that describes their solutions and capabilities. The State is interested to hear from vendors with existing and evolving driver licensing solutions and products as well as vendors who understand the complexity and ecosystem of driver licensing and can offer other approaches to replacing the existing legacy system with a modern technical solution.

The next section outlines the topics for which SDDPS is requesting information and vendors should provide as much information as they feel is appropriate. We would appreciate receiving responses that are structured in alignment with Section 3 (Response Format).

Responses will be reviewed by SDDPS and SD Bureau of Information and Technology (BIT) staff.

Live Presentations – The State is planning to request live demonstrations from vendors with solutions that appear to meet DPS’s needs. These demonstrations would likely be less than one half day and conducted virtually via video conferencing.

3. Disclaimers No Procurement Based on RFI Submissions – This RFI is issued solely for information and planning purposes and does not constitute a solicitation for bid. This RFI should not be seen as intent, commitment, or promise to acquire services, supplies, or solutions offered. No contract may be assumed resulting from any response to this RFI. SDDPS and/or BIT will not pay for any information herein requested nor is it liable for any cost incurred by the vendor. The information gathered through this process may be used in the development of future documents. SDDPS and/or BIT do not guarantee this will occur.
