About this file
This is a Synopsis for a federal solicitation issued by the National Highway Traffic Safety Administration (NHTSA) for Experimental and Mathematical Biomechanics Injury Research (EMBIR).
NHTSA intends to award multiple Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts in Full and Open Competition to support the Office of Vehicle Safety Research (NSR-200). The applicable NAICS code is 541715 (Research and Development in the Physical, Engineering, and Life Sciences). The resulting IDIQ contracts will have a total period of performance not to exceed 60 months, consisting of one two-year base period, three one-year option periods, and one six-month option to extend services, with an anticipated effective date of December 30, 2026. Task orders issued under the IDIQ may utilize various contract types, including Cost-Plus-Fixed-Fee (CPFF), Cost-No-Fee, Firm-Fixed-Price (FFP), and hybrid contract types as applicable. The solicitation is anticipated to be released in November 2026, and the Government anticipates making awards in advance of the December 30, 2026 effective date to ensure continuity of research support.
The scope of work encompasses advancing understanding of human injury biomechanics and improving vehicle safety through experimental, computational, and analytical research. Specific work areas include human injury biomechanics and tolerance research; development and evaluation of anthropomorphic test devices (ATDs); computational modeling of human and surrogate response; analysis of crash data and injury causation trends; and development of injury criteria and performance metrics. Specific tasks may include conducting experimental biomechanics testing, supporting ATD design and evaluation, performing computational simulations and modeling, analyzing field and experimental data, and supporting development of injury risk functions. Offerors may propose supporting one or more research areas and must clearly identify their areas of expertise in technical proposals. Offerors must be registered in the System for Award Management (SAM) at www.SAM.gov to be eligible for award, and the solicitation will be posted electronically via SAM.gov.
