Synopsis Summary: Experimental and Mathematical Biomechanics Injury Research (EMBIR)
This is a pre-solicitation synopsis issued by the National Highway Traffic Safety Administration (NHTSA) under the Department of Transportation for solicitation 693JJ926R000020. NHTSA intends to award multiple Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts in full and open competition to support the Office of Vehicle Safety Research (NSR-200). Task orders issued under the IDIQ contracts may utilize Cost-Plus-Fixed-Fee (CPFF), Cost-No-Fee, Firm-Fixed-Price (FFP), or hybrid contract types as applicable. The applicable NAICS code is 541715 (Research and Development in the Physical, Engineering, and Life Sciences).
The contract period of performance will not exceed 60 months from date of award, consisting of one two-year base period, three one-year option periods, and one six-month option to extend services, with an anticipated effective date of October 1, 2026. The purpose of the effort is to advance understanding of human injury biomechanics and improve vehicle safety through experimental, computational, and analytical research. Work will support human injury biomechanics and tolerance research, development and evaluation of anthropomorphic test devices (ATDs), computational modeling of human and surrogate response, analysis of crash data and injury causation trends, and development of injury criteria and performance metrics. Specific tasks may include conducting experimental biomechanics testing, supporting ATD design and evaluation, performing computational simulations and modeling, analyzing field and experimental data, and supporting development of injury risk functions. Offerors may propose supporting one or more research areas and must clearly identify their areas of expertise in technical proposals. The solicitation is anticipated for release in May 2026, and the Government anticipates making awards in advance of the October 1, 2026 effective date. Offerors must be registered in SAM (www.SAM.gov) to be eligible for award.

NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA)
Synopsis for Solicitation 693JJ926R000020
Experimental and Mathematical Biomechanics Injury Research (EMBIR)
Synopsis
This synopsis is issued in accordance with FAR 5.203(a) to provide a minimum 30-day public notice prior to issuance of a solicitation.
The National Highway Traffic Safety Administration (NHTSA) intends to issue a solicitation for a Full and Open Competition in support of the Office of Vehicle Safety Research (NSR-200).
Introduction and Background
The National Highway Traffic Safety Administration’s (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs aimed at reducing vehicle crash-related fatalities and injuries.
The Office of Vehicle Safety Research conducts research, development, testing, crash investigation, and data collection and analysis activities to support the Agency’s safety m ission and regulatory decision-making.
Contract Type and NAICS
NHTSA intends to award multiple Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts.
Task orders issued under the IDIQ may utilize a variety of contract types, including:
Cost-Plus-Fixed-Fee (CPFF) Cost-No-Fee (as appropriate) Firm-Fixed-Price (FFP) Hybrid contract types, as applicable
The applicable NAICS code is:
541715 – Research and Development in the Physical, Engineering, and Life Sciences
Period of Performance
The resulting multiple-award IDIQ contracts will include a total period of performance not to exceed 60 months from date of award, consisting of:
One (1) two-year base period Three (3) one-year option periods One (1) six-month option to extend services
The anticipated effective date of the IDIQ contracts is October 1, 2026.
Solicitation Release
The solicitation is anticipated to be released on or about May 2026.
Objective / Scope of Work
The purpose of this effort is to advance the understanding of human injury biomechanics and improve vehicle safety through experimental, computational, and analytical research.
Work under this contract will support:
Human injury biomechanics and tolerance research Development and evaluation of anthropomorphic test devices (ATDs) Computational modeling of human and surrogate response Analysis of crash data and injury causation trends Development of injury criteria and performance metrics
Specific tasks may include:
Conducting experimental biomechanics testing Supporting ATD design and evaluation Performing computational simulations and modeling Analyzing field and experimental data Supporting development of injury risk functions
Offerors may propose supporting one or more research areas identified in the solicitation and shall clearly identify their areas of expertise in their technical proposals.
