COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in award of a Firm Fixed Price contract for a commercial commodity i.e., Deionized Water System, as described under the attachment titled “Statement of Work”.
The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation is conducted as a commercial service procurement using Simplified Acquisition Procedures (FAR Part 13).
An award, if any, will be made to the responsible offeror who submits a quotation that:
(1) Conforms to the requirements of the synopsitation;
(2) Complies with the minimum requirements stated in the Statement of Work (SOW), as evidenced by providing a complete description of the equipment provided; and
(3) That submits the quotation with the lowest price technically acceptable, provided that the price is determined to be fair and reasonable.
The Government reserves the right to award without discussions or make no award at all depending upon: 1) the quality of quotations received, and 2) whether proposed prices are determined to be fair and reasonable.
Offerors shall compete and include in quotations all representations and certifications, as well as all fill-in provisions and clauses, contained within this solicitation. Additionally, quotations that contain pricing only with no description/detail of the equipment that will be provided will not be accepted or considered for award.
Offerors shall submit a detailed response to the solicitation explaining the product being proposed and how the offeror is able to fulfill all requirements of the solicitation.

This acquisition will be competed as a full and open competition under North American Industry Classification (NAICS) Code: 325998, Small Business Size Standard: 650 Employees
Synopsitation Closing Date: Quotations must be received no later than 3:00 pm, Eastern Standard Time on 8 Aug 2023. Quotations received after that date and time will not be accepted or considered for award.

Any correspondence sent via e-mail must contain the subject line “FA8601-23-Q-0126, Deionized Water System.” The entire quotation must be contained in a single e-mail that does not exceed 5 megabytes including attachments, if any. E-mails with compressed files are not permitted. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson. If sending attachments with email, ensure only .pdf, .doc, .docx, .xls or .xlsx documents are sent. The email filter may delete any other form of attachments.

Statement of Work
For
Deionized Water System
I. Background:
The Aerospace Fuels Laboratory (AFPET/PTPLH) has a requirement for one Deionized Water System. This is a requirement to support the Space Launch partners at Cape Canaveral Space Force Station (CCSFS).
II. Scope:
Please see Minimum Technical Requirements.
III. Minimum Technical Requirements:
Must Provide Ultrapure (Type 1) Water Specifications Must Provide Resistivity @ 25°C of 18.2 MMegohm/CM Must Provide Total Organic Carbon (TOC) of < or += to 5ppb Must Provide a Flow rate of up to 1.5L/min Must provide detection limits shown in table below:

IV. Qualifying Country Products:
All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
V. Inspection/Acceptance and Delivery:
Aerospace Fuels Laboratory, AFPET/PTPLH, is designated as the office responsible for inspection and final acceptance of the supplies or services provided in this order. A receiving report shall be accomplished immediately upon receipt and acceptance of supplies.
The Deionized Water System shall be delivered at the location noted below within twelve (12) weeks after date of contract award (with all manuals and instructions for instrument operation as electronic copy).

At contract award, a point of contact (POC) at Cape Canaveral will be identified and the Contractor shall contact that POC to arrange delivery and to discuss any special instructions concerning base access, commercial deliveries, etc.
VI. Warranty:
The Deionized Water System shall be free from defects in material and workmanship upon delivery. The warranty shall be honored by the Contractor for all items delivered for this requirement for at least one (1) year after receipt under normal and proper use in accordance with the instrument user manual.
VII. Invoice and Payment:
The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.
