Synopsis

Waste Isolation Pilot Plant (WIPP) Management and Operating (M&O) Acquisition

This notice is considered to be a synopsis in accordance with FAR Subpart 5.2 for the Waste Isolation Pilot Plant (WIPP) Management and Operating (M&O) Acquisition. Within 30 to 60 days from the date that this notice is published, the U.S. Department of Energy (DOE) anticipates the issuance of a Final Request for Proposal (RFP), Solicitation No.

89303320REM000077, for the WIPP M&O Acquisition.

WIPP is a DOE facility designed and constructed to safely and permanently dispose of the nation's defense-related transuranic (TRU) waste inventories. WIPP is the only facility in the United States specifically designed for the permanent disposal of defense-generated TRU waste.

The DOE Carlsbad Field Office (CBFO) has overall responsibility for the mission of safe, compliant, and efficient TRU waste characterization and certification at waste generator sites, transportation across the U.S., and disposal at WIPP which includes WIPP operations and implementation of the DOE National TRU Waste Program (NTP), and provides contract administration and oversight of the work. WIPP is located in a 16 square mile (approximately 10,240 acre) area owned by the DOE, as authorized by Public Law 102-579, the WIPP Land Withdrawal Act (LWA), as amended by Public Law 104-201 (H.R. 3230, 104th Congress), within Southeastern New Mexico. The WIPP site includes surface facilities and a geological repository located 2,150 feet below the surface. The Property Protection Area (PPA) at the WIPP site within the LWA area encloses approximately 35 acres, and includes the majority of the buildings and structures. The area outside the fenced PPA consists mainly of otherwise undeveloped, high-desert terrain. Several administrative offices associated with WIPP and NTP administration are located in the city of Carlsbad, approximately 25 miles west of the WIPP site.

The new contract resulting from this acquisition will replace the Nuclear Waste Partnership, LLC, contract, which is set to expire on April 1, 2022, or September 30, 2022 if all options are exercised.

This contract will provide the following services for DOE: Contractor Transition; Centralized Characterization Project; Transportation Activities; WIPP Operations; Projects (including Capital Asset Projects); Experimental and Testing Activities; and WIPP Program Support.

This acquisition will be issued on a full-and-open, unrestricted basis. The Government does not intend to acquire a commercial item or service using FAR Part 12.
