About this file
This document is a Synopsis Waiver Memorandum from the Defense Logistics Agency (DLA) Aviation at Oklahoma City, dated November 19, 2025. The memorandum provides an exception to synopsis requirements for solicitation SPRTA1-26-Q-0134 (Purchase Request 25-01287), citing three specific conditions: (i) the acquisition is not expected to exceed the simplified acquisition threshold, (ii) the notice of proposed contract action will be available through the Government Point of Entry (GPE), and (iii) the public can respond to the solicitation electronically.
The memorandum explains that electronic commerce, defined as electronic techniques for business transactions including email, allows this contract action to be exempt from traditional synopsis requirements. The contract specialist, Lori Bautista, confirms that the request for proposal will be made through Contract Opportunities, with offerors able to respond electronically, thereby justifying the waiver of the standard synopsis process.

MEMORANDUM FOR FILE
SUBJECT: Synopsis Waiver
Exception is taken to this requirement solicitation SPRTA1-26-Q-0134 for PR 25-01287 of the synopsis publicizing IAW with FAR 5.202(a)(13), exception:
(i) Is for an amount not expected to exceed the simplified acquisition threshold.
(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.
(iii) Permits the public to respond to the solicitation electronically.
Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.
Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
