About this file
This is a Memorandum for File documenting a synopsis waiver for federal contract solicitation SPRTA1-26-Q-0451 (PR 26-01885) issued by the Defense Logistics Agency (DLA) Weapons Support division at Tinker Air Force Base, Oklahoma. The memorandum, dated August 17, 2026, was prepared by Sara Johnnie, Contract Specialist at DLA Aviation at Oklahoma City.
The synopsis waiver is justified under Federal Acquisition Regulation (FAR) 5.202(a)(13) based on three conditions: the acquisition value does not exceed the simplified acquisition threshold, the solicitation will be made available through Contract Opportunities (the GPE—Government Point of Entry), and offerors will be permitted to respond electronically via email. The memorandum cites 41 USC section 426's definition of electronic commerce to support the waiver determination. By meeting these criteria, the contract action is exempted from the requirement to publish a formal synopsis notice.

MEMORANDUM FOR FILE
SUBJECT: Synopsis Waiver
Exception is taken to this requirement solicitation SPRTA1-26-Q-0451 for PR 26-01885 of the synopsis publicizing IAW with FAR 5.202(a)(13), exception:
(i) Is for an amount not expected to exceed the simplified acquisition threshold.
(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.
(iii) Permits the public to respond to the solicitation electronically.
Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.
Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
