About this file
This is a Memorandum for File documenting a synopsis waiver decision for a Defense Logistics Agency (DLA) solicitation. The memorandum, dated July 23, 2026, pertains to solicitation SPRTA1-26-Q-0405 for PR 26-01254 and is issued by Scott Rountree, Contract Specialist at DLA Aviation at Oklahoma City.
The synopsis waiver is granted based on three criteria: the acquisition value does not exceed the simplified acquisition threshold, the solicitation will be published through the Government Point of Entry (GPE) via Contract Opportunities, and offerors will be permitted to respond electronically via email. The memorandum cites FAR 5.202(a)(13) and 41 USC section 426 as the regulatory basis for this exception, noting that electronic commerce—including email—satisfies the requirement for electronic response capability. No specific products, services, performance objectives, or pricing terms are detailed in this administrative document.

MEMORANDUM FOR FILE
SUBJECT: Synopsis Waiver
Exception is taken to this requirement solicitation SPRTA1-26-Q-0405 for PR 26-01254 of the synopsis publicizing IAW with FAR 5.202(a)(13), exception:
(i) Is for an amount not expected to exceed the simplified acquisition threshold.
(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.
(iii) Permits the public to respond to the solicitation electronically.
Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.
Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
