PROJECT DESCRIPTION: Installation of solar panels and a wind turbine to generate electricity.
The wind turbine will require a substantial mat foundation to be installed in existing pavements and grassed areas. The solar panels will be installed on buildings 101, 107 and 110 and require inverters and manufactured roof mounting systems. All power from the systems will be connected to the site electrical distribution system in a room in building 101. The electrical drawings give specific guidance to how the renewable energy systems are connected to the site electrical system and the sequence of how when/how the power generated is either used by the buildings or fed back onto the grid. The project will require coordination with the local utility for replacement of the existing electrical meter with a Net Meter. A Statement of Work (SOW), Drawings and Specs will be provided in a solicitation package at a later date. This document is intended to find interested contractors who may/would participate in the competition for this project.
The projects magnitude is between $500,000.00 and $1,000,000.00. This requirement will be 100% set-aside for Small Business concerns. Offers from other than Small Business concerns will not be considered. For Small Business information please see http://www.sba.gov/. The following NAICS code 237130 will apply with the Small Business Size Standard of $39.5 Million. This project will be awarded as a firm-fixed price contract.
The successful contractor will be chosen via Invitation for Bid procedures that result in the best value to the Government. All information required for submission of an offer will be identified in the solicitation. Solicitation, W50S93-20-B-5002, information will be advertised electronically on or about 13 April 2020 at https://beta.sam.gov with an anticipated award date of 15 May 2020. All responsible sources may submit a proposal which shall be considered by the agency.
Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors.
This synopsis of proposed contract action is for planning purposes only and does not commit the Government to pay for any information, issue a solicitation, or award a contract. The synopsis is not to be construed as a commitment by the Government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. Paper copies will not be available. You must register on that site in order to receive notification of changes to the solicitation. Closing is anticipated to be on or about TBD. All interested parties must be registered in System for Award management (SAM) as prescribed in DFARS 252.204-7004 Alt A prior to the award. For details see https://www.sam.gov/. This may take up to 3 weeks and requires a DUNS number, therefore, it is highly recommended that interested parties register immediately to avoid any delays in award. The Government contemplates a basic contract period tentatively commencing on 15 May 2020 through 15 May 2021.
