NOTICE OF INTENT TO ISSUE SOLE SOURCE to OCLC, INC; THIS IS NOT A
REQUEST FOR QUOTATIONS.
The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA 23511-3392, intends to negotiate a firm fixed price purchase order for the procurement of renewal library software support, utilizing the procedures under FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The Government intends to solicit and negotiate with only one source, OCLC, INC., Dublin, Ohio, 43017. The statutory authority permitting this sole source action is 41 U.S.C. 1901, as implemented by FAR 13.501(a). The statutory authority permits use of other than full and open competition when only one responsible source is available and no other type of property or services will satisfy the need of the executive agency. OCLC, INC currently provides the USNA with Library subscriptions for ILLiad hosting for interlibrary loan, Worldshare ILL for interlibrary loan collaboration, OCLC cataloging services for metadata management, OCLC FirstSearch for interlibrary loan searching and metadata management. These preservation services provide academic resources, enhance records management workflows and maintain the historical record of the Academy. The contracting office’s market research resulted in that these online library subscription renewals are the property of Online Computer Library Center, Inc. (OCLC, INC) and cannot be acquired elsewhere. Only these items meet the Government’s minimum requirement and are intellectual in preserving USNA unique historical documents.
The applicable NAICS code for this requirement is 519210, Libraries and Archives, with a business size standard of $21 Million.
This notice of intent is not a solicitation or request for competitive proposals. Mandatory terms and conditions of Federal Acquisition Regulation FAR and DFARs clauses will apply to the anticipated award.
Anticipated base period of performance for this subscription is set to begin on 01 January 2024 and run through 31 December 2024. The solicitation and resultant contract will include three (3) 12-month options in accordance with FAR 52.217-9 Option to Extend the Term of the Contract.
Interested parties may identify themselves and submit a capability statement which would indicate their ability and methods to satisfy the requirement. The capability information shall be submitted via- e-mail to keisha.o.gordon-blair.civ@us.navy.mil. Requests must include company name, address, point of contact, telephone number, CAGE Code, DUNS number, NAICS code, applicable business size and Tax ID number. Telephone calls will not be accepted. A solicitation will be posted on or around November 30, 2023. The Capability Statement must contain material in sufficient detail to allow NAVSUP/FLCN to determine if the party can meet all of the requirements. All contractors doing business with this Contracting Office must be registered with a valid Unique Entity Identification (UEI) number with the System for Award Management (SAM) website. Vendors can register with SAM at the following website https://www.sam.gov.
