Synopsis
TITLE: Swing Space for SWTW Project Number: PR F2MTR21323AW01
GENERAL DESCRIPTION: The contractor shall provide all equipment, tools, parts, transportation, personnel, labor, supervision and management to provide and install one temporary modular office building. This modular building will be located adjacent to Building 132. The contractor must include itemized price showing delivery (mobilization) to Joint Base San Antonio (JBSA) - Chapman Training Annex (CTA), Texas, set-up, removal (demobilization) and rental for 1 base year with annual renewal (Options) up to three additional years. The contractor shall confirm ability to deliver and place assembled units on CTA campus as sited, no later than 140 days after award, barring catastrophic unforeseen occurrence of weather, COVID 19 outbreak, or another record-able event. Please note that this facility will fall under UFC 1-201-01 and UFC 4-010-01 and will only be utilized for a period of 4 years.
The swing space size will be 24,624 square feet, with a business areas equaling 16,302 square feet for 107 occupants. The maximum the building can occupy is approximately 228 feet by 108 feet. See swing space Plan for additional details.
The swing space will need a total of 284 data port drops that will also support voice over internet protocol. Eight private offices will require 3 data port drops while another fifteen private offices will need 2 data port drops each. The fourteen 6-person cubical clusters will need 13 data port drops each. The two conference rooms will need 6 data port drops each for a total of 12 data port drops. The large conference room shall be equipped with a video conferencing system. All lines should terminate in appropriate patch panels in the identified communications room for connection to the provided Comm. source. See Swing Space Floor Plan.
The swing space furniture requires the contractor to provide and install office furniture in all the individual offices (23) along with rolling chairs. Additionally, the contractor will provide 14 cubicle banks, each containing 6 cubicle stations with associated systems furniture in each. Furthermore, the contractor will provide classroom desks and chairs for 48 students in each of the six (6) classrooms. See Attachment 5 B147 Swing Space floor plan.
The contractor will also procure and install office furniture in all of the 23 individual offices along with rolling chairs. Additionally, the contractor will provide 14 cubicle banks, each containing 6 cubical stations with associated systems furniture in each. Furthermore, the contractor will provide classroom desks and chairs for 48 students in each of the 6 classrooms. Please see Swing Space Floor Plan for additional details and furniture placement.
The contractor shall perform standard set-up of modular building to include the maintenance up keep of the modular building and its infrastructure during the leased period and all required furniture, year-to-year lease, and removal of temporary modular office building, furniture, and all ancillary equipment at the end of the contract period. The contractor shall be responsible for all maintenance and repair of the modular facility for the duration of the contract period. All labor and materials will be installed in accordance with applicable codes.
Period of Performance and Magnitude: The magnitude for this requirement is between $1,000,000.00 and $5,000,000.00. The period of performance is as follows:
Fabrication/Install – 140 days Base Year Lease Service – 12 Months Option Year 1 Lease Service – 12 Months Option Year 2 Lease Service – 12 Months Option Year 3 Lease Service – 12 Months
SET ASIDE: 100% Small Business
NAICS Code: North American Industry Classification System (NAICS) code. The applicable NAICS code for this acquisition is 531120 (Lessors of Nonresidential Buildings except Mini warehouses) with a small business size standard of $30,000,000.00.

Quotes/Proposal/Bids are due on 24 May 2022 (Estimated) no later than 1:00pm (CST). Specific instructions can be found in Section H, L and M of the upcoming Invitation for Bid (IFB)
It is anticipated that the following viewers will be needed to view the solicitation: Microsoft Word (.doc), Adobe Acrobat Reader (.pdf), WinZip (.zip or .exe.), and / or AutoCAD. More information concerning these viewers can be found on the FBO website. Note: Any prospective contractor must be registered in the Central Contractor Registration (CCR) database in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Effective 01 Jan, 2005, the Federal Acquisition Regulation (FAR) requires to be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current, to https://www.sam.gov/portal/public/SAM/ and provide mandatory information.
