South Region Construction Multiple Award Task Order Contract (MATOC) Solicitation Number 693C73-25-R-000082 The Federal Highway Administration, Eastern Federal Lands Highway Division will procure up to four Multiple Award Task Order Contract (MATOC), Indefinite Delivery Indefinite Quantity (IDIQ) Contracts from small business concerns only to perform subsequent task orders for highway, street, and/or bridge construction services potentially with design services and/or design-build services within the South Region of the United States. The South Region includes but is not limited to the States of Tennessee, Alabama, Mississippi, Louisiana, and Arkansas. The type of work performed on each task order will vary but may include gravel or natural surface roadway and trail rehabilitation, asphalt concrete and Portland cement concrete pavement construction, asphalt concrete milling, pavement markings, embankment construction, debris removal, pipe and box culvert repairs or replacement, riprap placement, sign installation, embankment repairs using Mechanically-Stabilized Earth (MSE) walls, bridge and structure repairs such as joint replacements, concrete deck repairs, abutment/pier and wingwall repairs or replacements, and smaller bridge replacements. The MATOC will have a shared-ceiling value among all IDIQ contract holders of $60,000,000.00. Each individual task order is expected to fall within the price range of $50,000 to $3,000,000.

The seed project that offerors are to submit corresponding price proposals for is located in White County, Arkansas. The seed project consists of the roadway reconstruction and resurfacing of Granary South Road (Route 011) within the Bald Knob National Wildlife Refuge. (ie, reconstruction, new construction, bridge replacement, etc. from the Ext Dist Letter and verify description hasn’t changed from External). The work includes bank stabilization, aggregate base (limestone), aggregate surface course (limestone), pipe culvert replacement, riprap installation, (from the Ext Dist Letter and verify work hasn’t changed from External), and other miscellaneous work. The seed project is expected to fall within the price range of less than $250,000, $250,000-$700,000, $1,000,000 - $2,000,000, $2,000,000-$5,000,000, $5,000,000-$10,000,000; $10,000,000-$20,000,000; for construction projects over $20,000,000, show the magnitude in ranges having increments of $10,000,000 (e.g.,$25,000,000 to $35,000,000) (The contracting officer may show the magnitude in ranges using a multiple of $10,000,000 (e.g., $70,000,000 to $100,000,000), but the lower figure shall be at least half of the higher figure).[choose one, delete others; if EE is close to upper or lower point of range, price may be adjusted; if project is greater than $5,000,000, price range may be adjusted – discuss any adjustments with Acquisitions and highlight upper or lower range change in blue] Request For Proposal (RFP) documents, including documents specifically pertaining to the seed project, should be issued on or about September 30, 2025. Proposal due date and location will be specified in the Request For Proposal (Block 13a of the SF 1442).

Use Internet address www.sam.gov (click on Contract Opportunities, then type “693C73” in the Search Contract Opportunities box and click the search button and all available projects will be listed) to check for the availability of advertisement documents. All documents can be directly downloaded from this website. Solicitation documents will no longer be mailed. Register to receive email notifications to be automatically notified when a document is added or updated for a specific project. If firms do not register as an interested vendor at this website, there will be no Interested Vendors List.

Annual Representations and Certifications FAR 52.204-8 (JAN 2025) (DEVIATION XXX 2025). The Representations and Certifications must be completed online at www.sam.gov. The required annual Form VETS-4212 must also be completed online at http://www.dol.gov/vets/vets4212.htm per FAR 52.222-37.

IMPORTANT PAYMENT REQUIREMENT

In accordance with Federal Acquisition Regulation (FAR) Subpart part 4.1102, prospective contractors shall be registered in the System for Award Management (SAM) database at the time an offer is submitted. Also, FAR clause 52.232-33 requires SAM registration for payment. SAM registration is available online at the following Internet web address: www.sam.gov.

This solicitation is a Request For Proposal (RFP). Therefore, there will not be a public bid opening and proposals are not available for review.
