Synopsis/Solicitation for Shasta Trinity National Forest Trailer
(i) This is a combined synopsis/solicitation for commercial supply prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
(ii) The solicitation number 129AC720Q0066 is issued as a request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97.
(iv) This is a 100% Small Business Set-aside under NAICS code 336212 Truck Trailer Manufacturing;
the small business size standard is 1000 employees; the Product/Service code is 2330 Trailer.
(v) Multiple line items will be applicable and the government contemplates task orders utilizing a combination of line items from the contract (see attached specifications).
(vi) The Government is seeking to establish a purchase order contract for a Trailer on the Shasta Trinity National Forest. See attached specifications.
(vii) Contract award will reflect period of performance.

(viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition.
The Government intends to evaluate quotes and offer an award based on the quote submission; therefore, the quote should contain the best terms from a price and technical standpoint. The following are
SUBMISSION REQUIREMENTS:
1) Solicitation Number (129AC720Q0066)
2) Offers due 30 April 2020 / 1100hrs Pacific Standard Time
3) Contractor name, address and DUNS number
4) Pricing on the trailer and delivery
(ix) The Government anticipates award of contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

2) Delivery Time
(x) Responses shall submit a completed copy of 52.212-3, Offeror Representations and Certifications -- Commercial Items, unless it has an active entity registration with the certifications through the System for Award Management (SAM) website. (www.sam.gov )
This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Also, the full text of a clause may be accessed electronically at this/these address (es):

Specifications
• 50,000 pound minimum gross vehicle weight rating.
• Payload capacity will be 30,000 pound minimum and 50,000 pound maximum
• 102 inches deck width.
• Overall length of trailer 32 feet maximum
• 20 foot length minimum with 24 foot maximum 4 foot dovetail and double-spring assisted fold-up loading ramps
a. Ramps must fold completely over to lay against the dovetail
• 12 inches minimum clearance from beavertail to ground
• 36 inch maximum deck height when trailer is empty
• Loading ramps will be rated to the GVWR and lateral movable to within 48 inches to load narrow equipment
• Loading ramps shall be secured when in transport position
• Two 25,000 pound rated oil bath axles minimum
• The trailer must have adequate clearance in the wheel well to remove and change tires and wheels when the trailer is loaded to the maximum GVWR
• 235/75R17.5 load range H tires (dual 5,675 lbs. @ 125 PSI)
• Air brakes with ABS & Park
• Spring suspension with grease fittings or lifetime lubricated shackles
• 5-way adjustable pintle eye hitch rated to 100,000 pound pull capacity
• Safety chains rated to GVWR minimum (do not weld chain link to trailer)
• 14 tie down D rings minimum (hinged and cupped 1 inch), 5 on each side equally spaced, 2 on the front & rear
• Full air maxi brakes with spring brake chambers mounted above the axles for off-road use
• Grommet mounted LED lights complying with Federal Motor Vehicle Safety Standards
• The entire lighting system shall be factory assembled and piped from junction boxes to lamps without splices, assuring a completely dry-sealed system to protect against abrasions, salt, mud, capillary action and physical damage.
• Mid-deck mounted turn signals
• Traction bars shall be welded on metal surfaces
• Steel built-in full-sized binder bin with cover, lockable and weather resistant. Mounted in tongue area
• Drop legs/landing gear, 2 required, shall be 2 speed, rated to 100,000 pounds minimum
• DOT conspicuity tape full length of trailer both sides and rear
• Complete spare tire mounted on front of trailer. Spare tire mount beneath trailer will not be acceptable.
• Mud flaps located behind tires of rear axle
• Trailer shall be painted white or yellow
• Certificate of Original Manufacture shall be delivered with trailer
