Performance Work Statement (PWS)

Intelligence Community Information Technology Enterprise - Extended (ICITE-X)

C.1 Background

Efforts performed under the Intelligence Community Information Technology Enterprise - Extended (ICITE-X) effort will maximize the utility of the National Geospatial-Intelligence Agency (NGA) IC ITE Pathfinder Program through enhanced data sharing, collaboration, data storage and dissemination of geospatial intelligence (GEOINT) and other overhead assets. The ICITE-X effort will identify and develop concepts and capabilities to streamline availability of and access to GEOINT to increase the current level of situational awareness for operators.

Under ICITE-X, the Contractor shall deliver a complete solution that meets the data collection, analysis, and dissemination demands of NGA and the warfighter. ICITE-X will make fully-produced intelligence products available via ICITE tools and infrastructure.

C.2 Objective

The objective of ICITE-X is to provide GEOINT collection and analytical capabilities to enhance the current status-quo architecture to increase the utility, data sharing, collaboration, data storage, and data dissemination of collection assets and streamline availability of and access to GEOINT. These efforts improve the current level of situational awareness for operators by combining new data sources and products with other traditional and non-traditional intelligence sources, as well as the critical program functions of community engagement, research and development (R&D) engineering, analytical tool development and capability assessments. This effort includes both developing innovative concepts for the IC ITE Program as well as implementing operational solutions within the performance envelope.

C.3 Requirements

C.3.1 Architecture Development

C.3.1.1 The Contractor shall develop an architecture for the IC ITE environment specifically identifying tools, technologies, applications, and techniques for recommendation into a highly dynamic cloud environment) and increase the utility of the IC ITE program for the Government.

C.3.1.2 The Contractor shall support the NGA by conducting research and ground system IC ITE integration activities to assess performance against emerging operational requirements. The Contractor shall participate in IC ITE-related community working groups to include tactical-level GEOINT integration working groups within the NGA facility. The contractor shall evaluate software designs in an operational context and provide creative and innovative solutions to operational performance problems. The Contractor shall also create, manage, document, and enhance operational processes as they relate to IC ITE integration and system performance. The Contractor shall assess, document, and enhance the integration of ground sources, collection operations resources, and others into the National System for Geospatial-Intelligence (NSG) framework.

C.3.2 Research and Development

C.3.2.1 The Contractor shall conduct research and development of new and innovative tools, technologies, and applications for integration into IC ITE.

C.3.2.2 The Contractor shall design, develop, maintain, enhance, and deliver data science solutions and reports in support of the NGA GEOINT programs. The contractor shall develop improved data science and business analytic solutions for understanding end-to-end efficiencies and increased user value as well as Activity-Based Intelligence (ABI) and Object-Based Production (OBP), Collection Planning efficiency and effectiveness, and other tactical and strategic value studies where appropriate. The Contractor shall develop software to enhance GEOINT workflows, model and simulate complex systems, and display data and information through visualizations and reports.

C.3.2.3 The Contractor shall apply subject matter expertise (SME) in developing and enhancing processing and visualization capabilities for multi-INT data derived from passive and active sensors, and assisting with coordination of interagency initiatives for multi-sensor technology development and data fusion.

C.3.2.4 The Contractor shall integrate visualization tools that deliver geospatial capabilities into cloud services for imagery search, view, process and export. This capability enables dynamic scaling, high availability, and high reliability of geospatial information for use in a cloud environment. The Contractor shall establish connections to multiple data sources identified by the Government, properly marking the data from those sources, and post the data objects to IC ITE for further processing.

C.3.3 Demonstration and Test

C.3.3.1 The Contractor shall test all system requirements with formal test and validation methods. The Contractor shall create a test plan that includes schedule, location and facilities, equipment, test data required for input, acceptance criteria for each test, and any associated limitations due to the test environment. The Contractor shall test data to be collected, analysis to be performed, metrics to be used, algorithm and micro-service execution, etc. The Contractor shall ensure methods for demonstrating all tools comply with the IC ITE Program in order to be accessible to multi-intelligence users operating in classified collaborative work environments.

C.3.3.2 The Contractor shall perform additional test and evaluation activities which accommodate the integration of new data sources, users, ground stations, platforms, and stakeholders. The Contractor shall develop test cases and exercises that utilize sample data provided by the Government, especially in the cases where training data for AI and machine learning algorithms are necessary.

C.3.4 Monthly Status Reports The Contractor shall provide monthly reports summarizing current program accomplishments measured against the tasks outlined previously, identification of any unresolved technical problems, incurred costs, meetings attended, planned activities, issues, and recommendations. The Contractor shall ensure the monthly report includes a written summary report of all costs to include labor, overhead expenses, description (to include cost and results obtained) of each trip taken in the previous month, and fees. The

Contractor shall deliver the report via secure communications to the COR on the tenth (10th) day of each month after contract award. The Contractor shall include detailed copies of all invoices submitted to date for payment from both the Prime Contractor as well as all Subcontractors (as appropriate). The Contractor shall ensure each invoice details the labor categories, labor rates, labor hours, and all Other Direct Costs (ODCs). The Contractor shall also answer the following questions within the monthly reports:

- Is the job progressing on schedule?

- What is the percent of completion?

- What is the dollar value completed?

- What is the total number of contract employees currently on contract?

- What is the total number of new employees placed on contract this month?

- Was Contractor Manpower Reporting (CMR) performed during the monthly reporting period? If so, what information was entered?

- What are names of the Contractor personnel, who are/were deployed during the period covered by this monthly report (if applicable)?

C.3.5 Final Report

The Contractor shall deliver a final report within one (1) week prior to the end of the period of performance summarizing all efforts performed under this contract to include the technology roadmaps, trade studies, a list and description of all technology identified and their attributes and characteristics, all data from the research and the testing, lessons learned, recommendations for the future, as well as all Plans and models developed and their associated documentation.
