This is a pre-solicitation notice being released pursuant to Federal Acquisition Regulation (FAR) 5.204 – Pre-Solicitation Notices Purpose: The purpose of this synopsis is to provide general information of the scope and purposes of a requirement for Material Handling Equipment (MHE) supporting unit redeployment on Fort Cavazos, TX.

Subject: Redeployment MHE Description: This requirement includes equipment, personnel, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary to provide MHE capable of loading containerized and non-containerized equipment weighing less than 10,000lbs and no more than 100 tons. Containerized equipment will be configured in containers ranging from quadcon to twenty-foot equivalent unit (TEU). Non-containerized equipment could be any range of armored military vehicle. The contractor shall provide capability to simultaneously upload and download containerized equipment across several battalion footprints. Anticipated MHE requirements include: 30K forklifts with operators, 10K forklifts with operators, Removeable Goose Neck (RGN) systems (heavy and light) with operators, 100T crane with operator, and flatbeds with operators.

Place of Performance: Performance will take place on Fort Cavazos, TX across several battalion footprints along Hell on Wheels Ave and W. Ivy Division Road. Anticipated locations also include wash rack, line haul site, Deployment Ready Reaction Field (DRRF) and the Rail Operations Center (ROC).

Period of Performance: This requirement has planned performance dates of 21 April 2025 – 2 May 2025 Set-Aside Status: This acquisition will be a 100% small business set-aside Contract Type: Firm-Fixed-Price Release Date of the Solicitation: The proposed Solicitation Number W91151-25-R-0014 is anticipated to be released on or about 24 February 2025.
