Amphibious Single Engine Air tanker flight services in support of
United States Bureau of Land Management, Lower 48 States and
Alaska
PRESOLICITATION NOTICE SOLICITATION 140D8020R0019
This is a Presolicitation Notice Only. Proposals are not being requested at this time. The
Interior Business Center (IBC)/Acquisition Services Directorate (AQD) in Boise, ID, in support of the Department of the Interior's (DOI) Bureau of Land Management (BLM) has a requirement for fully contractor owned, operated, and maintained amphibious single engine air tanker aircraft to support fire suppression, water scooping, and retardant capability operations in the lower 48 states and Alaska for the Bureau of Land
Management (BLM) on an On-Call basis.
This requirement is for a combined fleet of approximately 20-24 air tanker aircraft meeting the following minimum aircraft requirements:
• Call when needed single engine amphibious water scooping airplane(s)
• Must have a Standard and/or Restricted Airworthiness Certificate.
• Aircraft certified under 14 CFR 23 or 25
• An aircraft make and model for which engineering and logistical support, for continued airworthiness, is provided from the current type certificate holder or supplemental type certificate holder
• VFR/ Day Only
• Tank capacity of 799 US gallons
• Aircraft capable of dispensing both water and fire retardant
• Endurance of 2 hours and 30 minutes, 600 gallons of water, 200 lb. pilot at
8000’ PA 25 degrees Celsius
• Capable of operating from 5,000 ft. gravel runway at @ 3,000ft PA and 25C with an empty tank.
• Cruise airspeed of at least 140 kts true airspeed at 7,000 ft. PA and 30º Celsius, empty tank
• Aircraft must have the Interagency Air Tanker Board approved or Interim approved Type-3 airtanker/gate system installed on the aircraft at the time of inspection
Notes:
• Amphibious Air Tractor 802 type aircraft equipped with amphibious floats, or equal, are known to meet the above requirements.
• Aircraft that are “equal” must meet or exceed the above minimum aircraft salient physical, functional, and performance characteristics.
The amphibious single engine air tanker is considered a nationwide (lower 48 wide and
Alaska) asset that will be assigned a starting location and will likely be relocated where the asset is needed by the Department for initial attack.
There will be one solicitation. To meet the desired fleet size, the Government anticipates awarding multiple Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed unit price contracts. All successful awardees shall possess a valid Federal Aviation Administration
(FAA) certificate issued under 14 CFR Part 137. The period of performance will be a base year plus 4 possible option years. Base year is approximately May 1, 2021 through
April 30, 2022. The contract includes government unilateral options of renewal for an additional four (4) one-year options, approximately May 1, 2022 through April 30, 2026 in accordance with FAR 52.217-9, and the possibility of a six (6) month option extension in accordance with FAR 52.217-8.
The anticipated issue date of the solicitation is October 23, 2020 with a projected closing date of November 23, 2020.
This program is currently being supported by two (2) vendors - Air Spray U.S.A. and
Dauntless Air, under contracts D16PC00161 and D16PC00160. These existing contracts will expire by April 30, 2021 and were awarded for a base year and four (4) option years.
It is a requirement that the successful awardee be registered in the System for Award
Management (SAM.gov). This solicitation is full and open without any set asides under NAICS code 115310, Support Activities for Forestry. The solicitation will be posted on beta.SAM.gov website under “Contract Opportunities.”
