THIS IS A PRE-SOLICITATION NOTICE. NO PROPOSALS WILL BE ACCEPTED UNTIL THE REQUEST FOR PROPOSAL IS POSTED.

The United States Air Force through the Air Force Sustainment Center (AFSC) at the Oklahoma City Logistics Center (OC-ALC) is contemplating procuring manufacturing or commercial use and overhaul sources that possess the expertise, capabilities, and experience to meet qualification to provide newly manufactured or commercially overhauled F108 Engine Mod 14 Containers. Commercially overhauled means the restoration of the full potential of the equipment in compliance with mandatory OEM documentation, using commercially available off-the-shelf items. The Government plans to award a Firm Fixed Price (FFP), Fixed-Quantity Type Contract. This requirement is anticipated to be full & open competition.

11. Description: The F108 Mod 14 Container must be manufactured IAW OEM technical drawings. The contract will require a First Article Test prior to full production. This solicitation contains export-controlled items.

Interested vendors requesting access for proprietary data/drawings shall email the following to Tran.Tran.1@us.af.mil and Connie.Cole.1@us.af.mil.

i. Signed Certification for the Use of CFMI Technical Data (Non-Disclosure Agreement)

ii. Current DD Form 2345 (Military Critical Technical Data Agreement).

L/I 0001: F108 Mod 14 Container – PRODUCTION Quantity: 5 Ea.

Destination: SW3211 Deliver 5 units (TBD). Early delivery is acceptable.

L/I 0002: F108 Mod 14 Container – FIRST ARTICLE Quantity: 1 Ea.

Destination: FY2303 Deliver 1 unit within 120 days from Contract Award. Early delivery is acceptable.

13. Mandatory Language: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
