Pre-Solicitation Notice:
The National Park Service (NPS), MWR NEKOTA Major Acquisition Buying Office (MABO) intends to issue a solicitation for Hot Springs National Park, Hot Springs, AR 71901 to paint exterior Reserve Street buildings.
The acquisition will be conducted using Request for Quotes (RFQ) process.
Type of Contract: The NPS intends to award a firm-fixed price, construction contract in response to this RFQ.
Solicitation No.: 140P6326Q0007
Project Location: Hot Springs National Park, 101 Reserve Street, Hot Springs, AR 71901 Project Description:
Work consists of:
The Contractor shall repair all surfaces scheduled for painting, including but not limited to substrate repairs, patching cracks in masonry and stucco, and repairing wood and masonry joints. Soft, rotten, damaged, or deteriorated wood and/or other substrate materials shall be repaired or replaced in kind. When replacement is required, the Contractor shall use the same type of material and, for wood, the same species. All replacement materials shall be of similar grade, quality, size, texture, and profile as the original. Stucco and masonry repairs shall match existing surface finish and/or structure.
All repaired or replaced substrate materials shall be installed seamlessly to preserve the historic character of the buildings and achieve a like-new appearance consistent with the original construction. Surface preparation shall include low-pressure washing and cleaning of all exterior surfaces. As all buildings are historic, painted surfaces shall be gently cleaned using water at relatively low pressure prior to painting. Acceptable water pressure shall be equivalent to that of a garden hose with an attached spray nozzle.
The Contractor shall prepare substrates as necessary to ensure proper paint adhesion, which may include sanding and scraping areas where existing paint is peeling, flaking, or otherwise deteriorated.
All deteriorated caulking shall be removed and replaced. New caulking shall match the existing color and shall be installed to blend seamlessly with existing construction. All existing deteriorated caulking shall be removed prior to application of new caulking.
New paint shall match the existing colors for all surfaces.
The Contractor shall not paint windows shut and shall remove storm windows where applicable. The Contractor shall mask all surfaces not to be painted (e.g., aluminum window and door frames). Do not paint brick or stone sills.
The Contractor shall temporarily disconnect downspouts, downspout brackets, soffit vents, and other attached elements not scheduled to be painted, as necessary to uniformly apply paint across building faces. Gutters, electrical conduit, utility boxes, and other permanently affixed items that cannot be efficiently removed and reinstalled are not required to be disconnected.
Painting operations for most buildings will likely require the use of scaffolding and/or an aerial lift. Use of an aerial lift at any location shall require approval prior.
Painting will consist of the following structures:
· Quarters 70 and detached garage
· Quarters 71 and detached garage
· Bally and Surplus Building
· Medical Director’s residence and garage
