Description

The Defense Threat Reduction Agency (DTRA) intends to release a written solicitation, negotiate and award a sole source contract with a period of performance of 60 months to CACI International, Inc., 12021 SUNSET HILLS ROAD, RESTON, VA 20190, for an effort entitled “Nuclear Test Personnel Review (NTPR) Program Support.” The statutory authority for this non-competitive action is 10 United States Code (U.S.C.) 3204(a)(l), as implemented by FAR 6.302-1, Only One Responsible Source, and no other services will satisfy agency requirements.

CACI is the only responsible source capable of providing this unique and specialized service without unacceptable interruption and degradation of service resulting in a significant backlog of pending cases and a significant increase in Congressional inquiries.

The scope of this work requires the contractor to perform veteran participation verification, dose assessment, information management, veteran assistance/ outreach, and program management tasks. The contractor will be required to obtain/maintain an Authority to Operate (ATO) accreditation for the DTRA-furnished, contractor-operated Nuclear Test and Radiological Review (NTRR) information technology system. Additionally, individual accreditation is required for the NTPR Program information assurance, as required by DoD 8570.01-M, "Information Assurance Workforce Improvement Program." This effort includes six (6) major task areas:

1. Perform veteran participation verification for radiogenic disease compensation claims/medical assistance within strict timelines and accuracy as well as Atomic Veterans Service Certificates;

2. Develop and perform credible radiation dose assessments using state-of-the-art standard methods and procedures, with an associated independent quality assurance program;

3. Update and maintain DTRA’s atomic veteran computer network and software applications (e.g. NuTRIS-Web; Ref: DTRA-TR-19-039, “Design Aspects of DTRA’s NuTRIS-Web Software Application”: DTIC Accession No.

AD1093055);

4. Provide records research and information management;

5. Perform process improvement and scientific studies; and

6. Provide program management of government furnished equipment, security of Personally Identifiable Information records, and a staff holding national security clearances.

The anticipated award date is no later than November 9, 2022.

In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement which shall be considered by the Government. The Government will not be responsible for any costs incurred by responding to this synopsis. A determination to proceed with this effort on a sole source basis, based upon capability statement(s) received and evaluated in response to this announcement, is solely within the discretion of the Government.
