Synopsis:

The U.S. Nuclear Regulatory Commission (NRC) intends to award a non-competitive, fixed-price purchase order to North American Technical Center (NATC) at the University of Illinois, located at 216 Talbot Laboratory, 104 South Wright Street, Urbana, IL 62801-2983. The acquisition is conducted under the authority of Federal Regulation 13.106-1(b) “Soliciting from a Single Source.” The designated North American Industry Classification System (NAICS) Code is 541712-Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). The anticipated period of performance is five years (60 months).

Background The U.S. Nuclear Regulatory Commission (NRC) proposes to enter into a sole source arrangement with NATC to provide membership for the NRC to participate in the Organization for Economic Cooperation and Development/Nuclear Energy Agency (OECD/NEA) and International Atomic Energy Agency’s (IAEA’s) Information System on Occupational Exposure (ISOE) program. NRC has been participating in the ISOE program through the NATC since 1994. The NATC is the only North American entity recognized by the OECD/NEA and the IAEA as being the organization through which North American nuclear electric utilities and regulatory agencies participate in the ISOE program. ISOE provides a forum for radiation protection professionals from nuclear electricity utilities and national regulatory authorities worldwide to share does reduction information and operational experience to improve the optimization of worker radiological protection at nuclear power plants. No other source is known that offers a membership that that provides the required services available through the ISOE program.

Objective The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate and award a purchase order directly to North American Technical Center (NATC) for fiscal years 2022, 2023, and 2024, 2025, and 2026. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Services/Benefits Provided

The benefits that accrue to the NRC, based on the membership, are as follows:

A. The NRC will have the opportunity to collaborate and meet with ISOE technical expert groups developing applied operational health physics reports on topics such as 1) Management of worker dose following severe nuclear accidents, 2) Dose savings results from ISI regulatory relief initiatives, 3) Work Management in Nuclear Power Industry (1997 & 2007 Rev. 1), 4) Water chemistry & source term reduction, and 5) ALARA design considerations for new reactor unit construction.

B. The NRC and U.S. RPM subject matter experts will have the opportunity to prepare scientific analysis reports on new dose concepts contained in ICRP 103 at the request of the NEA Committee on Radiation Protection & Public Health.

C. The NRC will have the opportunity to participate and be an active member on the ISOE

Management Board in accordance with ISOE Terms and Conditions. The U.S. is permitted two utility members and one regulatory member on the ISOE governing board.

D. The NRC will be able to have access to ISOE information sheets. NATC prepares analyses for and issues ISOE Information Sheets on pertinent regulatory concepts such as evaluations on dollar expenditures per person rem saved; US, European and Asian annual and refueling outage dose trends; and major equipment/component replacement good practices and radiological lessons learned.

This notice is not to be considered a request for quotations, or a request for proposals. Request for copies of this solicitation will not be honored unless the respondent provides evidence showing their capability to perform the required services. Detailed capability statements must be submitted to Caitlin Kimball, Contract Specialist via e-mail at Caitlin.Kimball@nrc.gov no later than Tuesday, July 13, 2021 at 2:00 P.M. Eastern Time.
