In accordance with FAR 5.303, this posting serves as notice of contract and initial task order award(s).
The IDIQ 16PBGC-22-D-0001 and an initial task order placed on this single award IDIQ, i.e., Task Order 16PBGC-22-T-0001 are both the subject of the above-mentioned solicitation, for the procurement of Transformational - Pension Insurance Modeling System (T-PIMS).
The PIMS is the primary tool used by the Pension Benefit Guaranty Corporation’s (PBGC) Policy, Research and Analysis Department (PRAD) for forecasting the Single-Employer (SE) and Multiemployer (ME) insurance programs. PIMS uses pension plan data, firm financial data, and macroeconomic data and assumptions to stochastically project future claims, premium income, and their impact on PBGC’s net position. PIMS forecasts are used to develop PBGC’s Annual Projections Report, are a component of PBGC’s Budget Model, and are needed to respond to Technical Assistance (TA) requests about how proposed or enacted legislation will impact ongoing pension plans and the pension insurance system.
Through this award of both the IDIQ and the initial Task Order, the PBGC intends to improve performance, scalability, stability, and ease of maintenance, PRAD and the Office of Information Technology (OIT) with the develop of a modernized PIMS, i.e., T-PIMS, beginning with the SE system. As this is the first modernization effort for PRAD in several decades, and Agile development approaches are new to PRAD, additional support will be provided by the Contractor in support of the PBGC Product Team, including robust program and project management support.
The total IDIQ value is a ceiling of $75,000,000.00, which is inclusive of one (1) 12-month base period and nine (9) 12-month option periods. The total initial Task Order 0001 value is a not to exceed ceiling price of $9,726,033.96 which is inclusive of a 27-month base period only.
