For The Kansas City District

1. CONTRACT INFORMATION: The U.S. Army Corps of Engineers (USACE) Kansas City District (NWK) intends to solicit, negotiate, and award one Unrestricted with Small Business Reserve Multiple Award Task Order Contract (MATOC) in accordance with 40 U.S.C. Chapter 11, Selection of Architects and Engineers (formerly known as the Brooks Architect Engineer Act) as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6 and Defense Federal Acquisition Regulation (DFARS) Subpart 236.6.

Firms will be selected for negotiations based on demonstrated competence and qualifications for the required work. The Architect-Engineer (A-E) contracts are required for Civil planning, design, and support during construction for Kansas City District and throughout the Northwestern Division (NWD) Area of Responsibility (AOR). The contracts will involve the preparation of a wide variety of civil works planning and design documents, environmental documents, studies, and specifications for projects. This contract may also be utilized to support planning and design on military installations, Hazardous, Toxic, and Radioactive Waste (HTRW) projects, and Interagency & International Services (IIS) projects within the NWD boundaries that are not supported by existing contracts. Selection of Indefinite Delivery Contracts (IDC) will be based on design criteria described below. Selection of task orders will be based on appropriate selection criteria consistent with the statute for Selection of Architects and Engineers, FAR Subpart 36.6, and USACE procedures for Selection of Task Orders on A-E IDCs.

This announcement is open to all firms regardless of size. The government has a target to award seven (7) contracts, four (4) of which are intended to be reserved for Small Businesses that will share $95 million in total contract capacity. The government reserves the right to increase or decrease the number of contract awards.

The task order ordering limitation will be $10,000 minimum and $21 million maximum or up to the un-obligated value of the contract, whichever is less. The guaranteed minimum within this MATOC pool is $2,500 for each resulting contract. Work will be issued by negotiated firm-fixed-price (FFP) task orders. Firm(s) that are selected for negotiation of a contract may be required to submit additional information at a later time for use in the evaluation of qualifications for specific selection of task orders. The period of performance for task orders awarded under this MATOC will be determined based upon the work requirements included in the task order solicitations and negotiated task order award documents. All prime and associated subcontractor / teaming partners may be required to comply with requirements outlined in DoD Cybersecurity Maturity Model Certification (CMMC) Program memorandum dated 15 January 2025, which is available at https://dodprocurementtoolbox.com/site-pages/cybersecurity-other-resources (“Implementing the Cybersecurity Maturity Model Certification (CMMC) Program”). Each task order will identify the compliance assessment level required for the contract; the https://dodprocurementtoolbox.com/site-pages/cybersecurity-other-resources base contract requirement does not require CMMC compliance.

The MATOC will have a five (5) year base ordering period, with one two (2) year option period. Award of the MATOC is anticipated in June 2026.

The North American Industrial Classification System (NAICS) codes for this procurement is 541330 (Engineering Services), which has a small business size standard of $25,500,000 (CFR Title 13, Chapter 1, Part 121.201) in average annual receipts.

5) Ecosystem restoration designs and studies for environmental infrastructure, wetlands and riparian restorations, habitat, river/stream bank stabilizations, river/stream hydraulics, and river/stream/reservoir aquatic restorations.

6) Quality management procedures. A firm should describe their Quality Management Procedures and or system(s) to ensure quality of products are produced by the firm and/or their subcontractor(s). Firms demonstrating a third-party certified (e.g. ISO 9001 or similar) quality management system will be given greater consideration. A detailed quality control plan is not required with this submission but will be required subsequent to award of the contract.

For factors a.1 through a.5, the basis of evaluation will be the project descriptions in Section F of the SF 330. The evaluation will consider characteristics such as:

breadth, depth, and complexity of experience; application of engineering principles, means of analysis, guidance, policies and criteria; application of risk and uncertainty methods; incorporation of innovative solutions; and use of software modeling tools.

For factor a.6, the basis of the evaluation will be the description of the firm’s quality management procedures in Section H of the SF 330. Sub-criteria are all equal in importance with exception for a.6 is less important than a.1 - a.5.

b. Professional Qualifications

Responding firms should demonstrate the professional qualifications for these key disciplines (provide resumes in this order):

(1) civil engineer

(2) structural engineer

(3) geotechnical engineer

(4) geologist

(5) planner

(6) biologist

(7) hydraulic engineer

(8) hydrologic engineer

(9) economist

(10) cost engineer

Additional disciplines required as part of the contract that will not be evaluated include: project manager, land surveyor, landscape architect, architect, architectural historian, mechanical engineer (HVAC), electrical engineer, social scientist, archeologist, cultural resource specialist, historian, GIS Specialist, engineering technician, clerical, environmental engineer, public involvement/relations, physical security specialist, fire protection engineer, and water resource engineer.

Additional disciplines may be required under this contract, including but not limited to administrative, aerial photographer, drill crew, CADD technician, surveyor, and technical writing (Specifications and Technical Documents). Resumes nor additional qualification are not required for these disciplines and will not be evaluated.

The basis of evaluation will be information provided in section E of the SF 330. The SF 330 shall include a matrix in Section G showing experience of the proposed disciplines on the projects listed in Section F of the SF 330. The education, professional registration, certifications, overall and longevity with the firm, and relevant experience will be considered. All disciplines are equal in importance. This criterion is primarily concerned with the qualifications of the key personnel and not the number of personnel. The number of personnel is addressed under the capacity criterion below. The personnel for each discipline should be clearly identified in section E. Only one resume (the lead for that discipline) will be evaluated for each key discipline.

c. Past Performance

Recent and relevant past performance on Department of Defense (DoD) and other contracts with respect to cost control, quality of work, and compliance with performance schedules will be considered. The Contract Performance Assessment Reports System (CPARS) is the primary source of information on past performance.

CPARS will be queried for all firms submitting a SF330. If deemed appropriate by the evaluation board, performance evaluations for any significant teaming partners/subcontractors who have previously been prime A-E contractors may also be considered. Significant teaming partners/subcontractors are those firms whose qualifications are being used in Section F projects. In addition to CPARS, the board may seek information on past performance from other sources. If no recent or relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the offeror will receive a neutral evaluation. A neutral rating is considered neither a positive nor negative.

d. Knowledge of local conditions:

1) Within Iowa, Kansas, Missouri, and Nebraska

2) Within NWD Boundary not including Iowa, Kansas, Missouri, and Nebraska

(Colorado, Idaho, Minnesota, Montana, North Dakota, Oregon, South Dakota, Washington, Wisconsin, Wyoming)

For this criteria, d.1 is significantly more important than d.2. The evaluation for sub-criteria d.1 and d.2 will consider:

a) River, stream, soil and climatic conditions (key disciplines: hydrologic engineer, hydraulic engineer, and biologist)

b) Local construction methods (key disciplines: structural engineer, geotechnical engineer, civil engineer)

c) Local construction climate impact on cost estimating (key discipline: cost estimator).

The basis of the evaluation will be from the personal experience of all proposed personnel in the listed key disciplines located in Section E of the SF 330. One rating will be determined for each of the three local conditions.

e. Capacity to initiate work and complete within the time parameters of the project.

The evaluation will consider the availability of an adequate number of personnel among the proposed team in the following key disciplines: hydraulic engineer, hydrologic engineer, geotechnical engineer, civil engineer, and structural engineer .

Include a Part II form for each firm that is part of the proposed team.

SECONDARY SELECTION CRITERIA. The following secondary criteria will only be used as a tie-breaker among firms that are essentially technically equal. The secondary criteria will not be co-mingled with the primary criteria in the evaluation. The following secondary selection criteria are listed in descending order of importance.

f. Small Business Participation (not applicable to small businesses).

Extent of participation of small businesses (SB), small disadvantaged businesses

(SDB), women-owned small businesses (WOSB), HUBZone small businesses, Veteran Owned small businesses, Service Disabled Veteran Owned Small Businesses, historically black colleges and universities (HBCU), and minority institutions (MI) will be measured as a percentage of the total anticipated contract effort. The greater the participation, the greater the consideration. Large businesses will be expected to place subcontracts to the maximum practical extent with Small and Small Disadvantaged firms in accordance with Public Law 95-507. The basis of the evaluation will be information submitted in Section H of the SF 330. This criterion is not applicable to small businesses.

g. Geographic Proximity.

Responding firms should identify any offices operated in close proximity to the Kansas City District and the contribution these office(s) will make in support of the project. The basis of the evaluation will be information submitted in Section H of the

SF 330.

h. Volume of DoD AE contract awards in the last 12 months.

Responding firms should cite all contract numbers, task orders and modifications, award dates and total negotiated fees for any DoD AE contract awarded within the past twelve (12) months.
