SUBJECT: GLOBAL MULTIPLE AWARD CONTRACT (GMAC) FOR HUSBANDING SERVICES – ROLLING ADMISSIONS

Disclaimer: This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse the cost of any submission in response to this announcement -the entire cost of any submission will be at the sole expense of the source submitting the information. If a solicitation is issued in the future, it will be announced via https://www.sam.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.

SYNOPSIS:

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Sigonella intends to solicit, through full and open competition, additional husbanding service provider (HSP) contractors to provide husbanding support services for the Combatant Commanders within the United States Africa Command (AFRICOM), United States European Command (EUCOM), United States Central Command (CENTCOM), Americas, East and West Coast, and United States Indo-Pacific Command (INDOPACOM).

In accordance with the current Global Multiple Award Contract Indefinite-Delivery/Indefinite-Quantity (GMAC IDIQ) HSP Contracts, Section H – Special Contract Requirements, H-1 Rolling Admissions, the Government reserves the right to add contractors to meet this requirement. The new GMAC IDIQ HSP Contract’s period of performance for each new awardee will be a base period starting the date of award through 10/1/2025 and a one, five-year option period, pursuant to FAR 52.217-8. Performance will take place at various ports in the aforementioned areas of responsibility (AOR).

The Government anticipates releasing the Rolling Admissions Request for Proposal (RFP) during the second quarter of fiscal year 2022 (Q2 FY22). It is anticipated that the solicitation number will be N68171-22-R-0005. NAVSUP FLC Sigonella will conduct a competition to award additional GMAC IDIQ HSP Contracts. In this way, new HSP Contractors can join the existing GMAC IDIQ HSP Contracts holders to compete for future task order awards for husbanding services throughout the different AORs. The NAICS code for this procurement is 488310.

Proposal submission and evaluation criteria for the Rolling Admissions RFP will be similar if not identical to the original solicitation (N68171-20-R-0001). Oral proposals will not be conducted.

The solicitation will be issued electronically via http://sam.gov and interested parties must comply with that announcement. Interested offerors should monitor the sam.gov page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/.

The Government intends to conduct virtual industry days in January 2022. Interested parties please email the Contracting Office Point(s) of Contact by December 31, 2021 with the following information:

Questions and Answers will not be provided on SAM until the RFP release. Respondents are advised that the Government is under no obligation to provide feedback or correspond with respect to any information submitted or questions asked prior to the RFP release. Industry is also reminded that it is the formal solicitation that will govern any official acquisition. Interested vendors are encouraged to download the last solicitation N68171-20-R-0001 found on SAM, to familiarize themselves with the requirements and process. Formal communication will be provided on SAM as the anticipated RFP release date approaches.

SPECIAL REQURIEMENTS FOR CENTCOM and AFRICOM

To be eligible for contract award and installation access in CENTCOM and/or AFRICOM AOR(s), contractors at all tiers are required to register for installation access in the US Government Information Technology (IT) Joint Contingency and Expeditionary Services (JCXS) system containing the JCCS module and are responsible for keeping the information in this system updated at all times.

HSP Prime Contractors may verify their registration at https://www.jccs.gov/jccscoe/ by selecting the "Vendors Login" module and logging in with their user name and password. The offeror must be registered, approved, and eligible for installation access prior to award, and remain eligible for installation access for the life of the contract.
