MEMORANDUM FOR INDUSTRY

SUBJECT: Synopsis – Installation Resilience IQ – FA701425Q0055

1. The purpose of this synopsis is to announce that the Air Force District of Washington, Contracting Directorate (AFDW/PK) anticipates sole-sourcing a follow-on one (1) year Firm-Fixed Price (FFP) purchase order contract with an estimated value of $2M for the purpose of providing software development and project management services to continue the development and sustainment of data dashboards on the ADVANA/BLADE platforms to support the Office of the Assistant Secretary of the Air Force for Infrastructure, Energy, and Environment (SAF/IE).

2. The intended recipient of this sole-source award is KPMG, LLP. This is due to KPMG being the previous awardee for this requirement on contract FA701423F0312. The Government has invested $2.4M in the previous award and must avoid duplicating this cost and avoid significant delays by not competing the requirement. Additionally, awarding to a new Contractor would require extensive ramp-up time that will cause a significant mission impact and stoppage.

3. This requirement will not be set-aside for small businesses.

4. The North American Industry Classification System (NAICS) code for the proposed contract is 541519. The Product Service Code (PSC) is DA10.

5. This synopsis is not a Request for Quote, Bid, or Proposal. The Government is not responsible for any costs incurred in the preparation of the aforementioned documents or capability statements.

6. All interested parties that believe they could satisfy the requirement listed above are invited to submit a capability statement on or before the response date of this SAM.gov post to SSgt Christian Mancha, at christian.mancha@us.af.mil, and Maj Jasmine Morales, at jasmine.morales.3@us.af.mil.
