This document provides a synopsis notice of intent to award a sole source contract. The Air Force intends to negotiate and award a non-competitive contract to Booz Allen Hamilton to provide systems infrastructure developers and software developers in support of the Joint Warfare Acquisition Center Compartmented Computing Environment. Services will include daily support of four production networks, a development network, and research and development labs across four security domains. The contract also provides software engineering support including system automation, Windows configuration management, deployment of systems and software, cybersecurity, and development of analytical applications. The period of performance is one base year plus one six-month option period from September 1, 2021 to August 31, 2022. Interested parties may submit a capability statement by July 9, 2021 for consideration, though the determination to compete the contract is at the sole discretion of the government.

Synopsis - Notice of Intent to Award Sole Source
The Air Force intends to negotiate and award a non-competitive contract to Booz Allen Hamilton (BAH) in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services
Will Satisfy Agency Requirements. The associated North American Industry Classification System
(NAICS) Code Code is 517312 (Size Standard 1,500) and the Business Size is Large. This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day notification. ACC AMIC/JWAC, 129 Andrews Ave, JBLE Virginia, 23665 intends to award a sole source contract to acquire services in support of the Joint Warfare Acquisition Center (JWAC).
This action is a bridge contract to support the following effort.
The JWAC Compartmented Computing Environment (JCCE) Support contract will provide systems infrastructure developers and software developers that have the unique capabilities to include, (a) provide daily support to JWAC’s four production networks, (b) a development network and (c) the JV R&D labs over four security domains. The contract provides critical software engineering areas including system automation, Windows configuration management, configuration and deployment of systems and software, cyber security and development of analytical software applications.
The required period of performance is from 01 September 2021 – 31 Aug 2022 (base period plus one 6-month option period); if option is exercised.
This notice of intent is not a request for competitive proposals/quotes; however, all responsible sources who believe that they are capable of meeting the requirement may submit a capability statement to Tanya Edwards, Tanya.L.Edwards.5civ@us.af.mil.mil for consideration no later than 5:00 pm
Eastern Time, 09 July 2021. Late responses will not be considered. Please include clear and convincing evidence that competition of this requirement would be advantageous to the Air Force. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
