Description:

The purpose of this synopsis is to notify interested parties that the United States Transportation

Command (USTRANSCOM) Acquisition (AQ) office anticipates the issuance of a solicitation for transportation services to support the Department of Defense (DoD), and DoD contractors supporting DoD missions, such as the Joint Strike Fighter and F-35 Programs. Services encompass support from receipt of the shipment request through final payment for services rendered. Support includes management of shipments to ensure required transportation is successfully completed. Transportation support is required for Freight All Kinds (FAK) shipments including, but not limited to, first destination transportation (vendor shipments), second destination, scheduled routes, DLA Disposition Services (formerly known as DRMS), unit moves, Federal Emergency Management Agency (FEMA) support, surge shipments, humanitarian/contingency support, and Foreign Military Sales (FMS). The services defined above are required to support DLA Distribution, DLA Disposition, and the Fleet Logistics

Center Norfolk (FLCN). Other government agencies may require these services over the course of the contract. When such support is needed, the implementation of such services will be provided to the contractor and any associated costs will be negotiated. The successful contractor will be responsible for providing all personnel, supervision, training, licenses, permits and equipment necessary to perform the requirements identified in the Performance Work Statement

(PWS).

The Government intends to offer a single, fixed firm price with economic price adjustment schedule Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a potential seven-year ordering period to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, general business compliance, technical capability, past performance, price, and other factors considered in accordance with the Request for Proposal

(RFP). The Period of Performance for this requirement includes a two-year base period, five one-year option periods, and a six-month extension per FAR 52.217-8, Option to Extend Services.

Base Year 1: 1 June 2024 – 31 May 2025

Base Year 2: 1 June 2025 – 31 May 2026

Option Year 1: 1 June 2026 – 31 May 2027

Option Year 2: 1 June 2027 – 31 May 2028

Option Year 3: 1 June 2028 – 31 May 2029

Option Year 4: 1 June 2029 – 31 May 2030

Option Year 5: 1 June 2030 – 31 May 2031
