The Military Sealift Command (MSC), 471 E C St, Norfolk, VA 23511, intends to award a single award, indefinite-delivery, indefinite-quantity (IDIQ) type contract with firm-fixed-price provisions for expert survey, drafting, and production drawing support to fulfill its commitments in a timely manner. These new and revised drawings, diagrams, and sketches are required to be drawn in an electronic format and plotted in full size and color. Drawing reproduction and conversion services are also required. The Government will solicit and award using the policies and procedures of FAR Part 12, Acquisition of Commercial Items; FAR Part 15, Contracting by Negotiation; FAR Subpart 16.5, Indefinite-Delivery Contracts. The anticipated award date is no later than 31 May 2021. Services will commence on or around 01 June 2021 and continue through 31 May 2026 for the five-year basic ordering period. The contract will contain an option to extend services in accordance with FAR 52.217-8, Option to Extend Services to allow for performance through 30 November 2026, if exercised.
As a result of information obtained from responses to the sources sought notice and market research, this requirement will be solicited as a total small business set-aside. The activity’s small business office concurs with this determination. The NAICS code applicable to this procurement is 541330. The size standard is $16.5 (millions of dollars). The Product Service Code is R425.
The work will be required to be performed in various CONUS and OCONUS locations. Typical places of performance include, but are not limited to the following: Boston MA; Philadelphia, PA; Norfolk, Virginia; Charleston, South Carolina; Seattle, Washington; Portland, Oregon; San Francisco, California;
San Diego, California; Honolulu, Hawaii; Guam; Subic Bay, Philippines; Singapore; Yokosuka, Japan;
Sasebo, Japan; Bahrain; Jebel-Ali, United Arab Emirates; Duqm, Oman; Naples, Italy; and Rejika, Croatia. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. The expected availability date is in 17 December 2020 with a closing date on or about 01 February 2021. Upon issuance, the solicitation and supporting documentation will be posted to the Government Wide Point of Entry, beta.sam.gov, located at https://beta.sam.gov/ under Solicitation Number N3220520R4139. All responsible small business sources may submit a proposal that will be considered by the Government. By submitting a proposal, the Offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the Offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an Offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
