The Military Sealift Command (MSC), 471 E C St, Norfolk, VA 23511, intends to award a multiple award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract with firm-fixed-price provisions covering a broad range of propulsion systems, steering gear, engines, and associated parts service and supply in support of the following MSC class vessels: T-AKE (Dry Cargo/Ammunition); T-AO (Fleet Replenishment Oiler); T-AKR (Large, Medium-Speed Roll-on/Roll-off); T-ESB (Expeditionary Sea Base), and T-ESD (Expeditionary Sea Dock). The Government will solicit and award using the policies and procedures of FAR Part 12, Acquisition of Commercial Items; FAR Part 15, Contracting by Negotiation; FAR Subpart 16.5, Indefinite-Delivery Contracts. The anticipated award date is no later than 13 May 2021 and services may continue for the five-year basic ordering period.

As a result of information obtained from responses to the sources sought notice and market research, this requirement will be solicited on an Other Than Full and Open Competition basis to Rolls-Royce Marine North America, Inc. and Kongsberg Maritime, Inc. The activity’s small business office concurs with this determination. The NAICS code applicable to this procurement is 333618. The size standard is 1,500 (number of employees). The Product Service Code is 2815.

Contractor is required to perform the work as ordered onboard MSC vessels unless shop work is authorized, necessary, and/or required. Vessels will be either moored at a Government Facility, located in a Commercial Repair Facility, or underway. In most cases, the contractor will have to perform work aboard the vessel while the vessel is in a commercial repair facility. The work will be required to be performed in various CONUS and OCONUS locations. Typical places of performance include the following: Boston MA; Philadelphia, PA; Norfolk, VA; Charleston, SC; Seattle, WA; Portland, OR; San Francisco, CA; San Diego, CA; Honolulu, HI; Guam; Subic Bay, Philippines; Singapore; Yokosuka, Japan; Sasebo, Japan; Bahrain; Jebel-Ali, United Arab Emirates; Duqm, Oman; Naples, Italy; and Rejika, Croatia.

The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. The expected availability date is in 16 December 2020 with a closing date on or about 29 January 2021. Upon issuance, the solicitation and supporting documentation will be posted to the Government Wide Point of Entry, beta.sam.gov, located at https://beta.sam.gov/ under Solicitation Number N3220520R4130. All responsible small business sources may submit a proposal that will be considered by the Government. By submitting a proposal, the Offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the Offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an Offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
