This synopsis document announces the intent to award a sole-source contract for program management and administration services of the NOAA-Wide Resident Research Associateship Program (RRAP). The National Oceanic and Atmospheric Administration (NOAA) seeks to award a sole-source contract to the National Academy of Sciences (NAS) to provide overall program management, administration services, recruitment of qualified applicants, collection and review of application packages, and research associate awards for the RRAP. The RRAP supports postdoctoral research at NOAA laboratories across scientific topics including meteorology, climate, earth sciences, oceanography, fisheries, and more. The contract would include a 12-month base period, four 12-month option periods, and a six-month extension period. Interested parties may identify their capabilities, but the notice is not a request for competitive proposals and any determination not to compete is at the government's discretion.

In the NOAA-Wide Resident Research Associateship Program (RRAP), there are two important objectives that must be kept in proper balance in the conduct of the program.

These objectives are: 1) Provide postdoctoral or senior scientists and engineers of unusual promise and ability opportunities for research on problems, largely of their own choice, that are compatible with the research interests of the sponsoring NOAA laboratory or center; and 2) Contribute to the general research effort of the NOAA laboratory or center.

The pursuit of scientific research of the highest quality requires that ideas, knowledge, skills and information be transferred into the NOAA laboratories and centers. Conversely, the ideas, knowledge, skills and information that currently exist in NOAA laboratories and centers need to be transferred to the scientific community. These two types of transfer are facilitated by a research associateship program that offers the very best scientists (those who have recently obtained a Doctorate of Philosophy (Ph.D.) and experienced scientists) an opportunity to work in NOAA laboratories or centers in collaboration with NOAA scientists. Scientific research topics of importance to NOAA include, but are not limited to:

meteorology, climate and air quality, earth sciences, hydrology, oceanography and limnology, space sciences, fisheries and marine mammals, toxicology, quantitative ecology, environmental modeling, molecular biology, and physiology and microbiology.

NOAA intends to award a sole-source contract to the National Academy of Sciences (NAS) under the authority of FAR 6.302-5(a)(2)(i) for this requirement. This requirement is to provide overall program management and administration services of the NOAA-Wide Resident Research Associateship Program (RRAP). These services include providing the necessary personnel, materials, equipment and facilities to support the program throughout NOAA laboratories and centers, and also include recruitment of potential qualified applicants, the collection of application packages and rigorous scientific review of application packages to provide NOAA with sufficient information to make the postdoctoral research associate awards. The contract period of performance includes a 12-month base period, four 12-month option periods, and a six-month extension period.

Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer and Contract Specialist. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

(17) Place of Contract Performance: Multiple locations across the continental United States.

(18) Set-aside Status: N/A. The Government does not intend to set-aside this procurement for any small business program.
