About this file
This is a Synopsis for a sole source long-term contract opportunity issued by DLA Weapons Support Philadelphia. The Government intends to procure multiple National Stock Numbers (NSNs) from Collins Aerospace affiliates under Cages 73030 and 99551 to support four military weapons platforms: F/A-18 A/D, E-2/C-2, P-8, and C-130. A total of 13 NSNs are targeted for this initial contract action, with additional NSNs to be synopsized separately if subsequently added. The contract will be structured as multiple Firm Fixed Price agreements utilizing FAR Part 12 commercial item procedures, as all identified NSNs are commercial items. The five-year Period of Performance will be awarded on a sole source basis supported by a Class J&A justification under 10 USC 2304(c)(1) and FAR Section 6.103-1.
All proposals received within forty-five days from publication of this synopsis will be considered, though the Government retains sole discretion to determine whether to conduct competitive procurement. Interested parties, including potential subcontractors, should contact Contracting Officer Mary Shannon Lindsay at Mary.Lindsay@dla.mil to obtain the anticipated letter Request for Proposals (RFP) when available. The Government justifies the sole source award on the basis that it lacks sufficient, accurate, or legible data to procure these parts from sources other than the current manufacturer, necessitating direct acquisition from the actual manufacturer regardless of whether the prime contractor is the manufacturer.

SYNOPSIS
Multiple NSNs - Collins Aerospace (multiple CAGEs} / Multiple Weapons Systems: Sole Source Long Term
Contract
DLA Weapons Support Philadelphia intends to issue a solicitation for a Long Term/ Sole Source contract which will include multiple National Stock Numbers (NSNs) / Federal Stock Classes (FSCs) to support multiple
Weapons Systems including the F/A-18 A/D, E-2/C-2, P-8, and C-130 platforms. A total of 13 NSNs are targeted for this contract effort. The proposed action is intended to be awarded on a sole source basis with various contracts issued to Cage 73030 and 99551, as supported by a Class J&A under the authority of 10 USC
2304 (c)(l) as implemented by the Federal Acquisition Regulation (FAR) Section 6.103-1. The proposed Sole
Source contracts will be issued to Collins Aerospace affiliated CAGEs (including but not limited to) 73030 and
99551.
The proposed effort will be for a total five (5) year Period of Performance. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM.
Multiple Firm Fixed Price contracts are anticipated, which will utilize FAR 12 procedures, as the attached list of NSNs contains only commercial items. The attached list of NSNs are the items that have been identified for this current action. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.103. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Referencing the NSNs on Attachment A, the Government physically does not have in its possession sufficient, accurate, or legible data to purchase this part from other than the current source. The item must be acquired directly from the actual manufacturer, whether or not the prime contractor is the actual manufacturer.
It is anticipated that a (letter) Request for Proposals (RFP) will be utilized. For a copy of this letter when it becomes available, please contact the Contracting Officer, Mary Shannon Lindsay, at
Mary.Lindsay@dla.mil, referencing this Synopsis in the subject line of the email.
