NUWCDIVNPT Code 15, TR-317 Series Hull Penetrator Assembly Production

The Naval Undersea Warfare Center (NUWC) Division Newport, RI, intends to award a 5-year Multiple Award Contract (MAC) to assemble TR-317 Series Hull Penetrators. The end-items shall meet the TR-317 Series Hull Penetrator Assembly performance requirements specified within the Applicable Documents (AD) in Section 3.0 of the Statement of Work (Attachment 1).

To request the Critical Item Performance Specification (CIPS) and Technical Data Package (TDP), see below request process.

The procurement is being solicited on an unrestricted basis as concurred with by the NUWCDIVNPT Office for Small Business Programs and the Small Business Procurement Center Representative. The closing date for receipt of proposals is anticipated to be 35 calendar days from solicitation release date but will be formally established in the solicitation. An award will be made to the responsible offerors who pass all Pass/Fail requirements of the solicitation and whose proposal, is technically acceptable and proposes fair and reasonable FFP pricing of its first article units.

The specific evaluation criteria will be outlined in the solicitation. The solicitation and any subsequent amendments will be posted to the SAM.gov website. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for monitoring the site for any amendments.

Basic Contract Level Source Selection Considerations:

Technical proposals will be required. However, the Government contemplates soliciting to offerors with different qualification statuses. The Government summarizes the anticipated methodology and statuses as follows:

Qualification Status Definitions:

The Government anticipates a Multiple Award Contract (MAC) with awards to approximately five awardees. The Government anticipates awardees will fall into one of the following statuses:

1. Fully qualified – The offeror is qualified to produce units compliant with the Critical Item Performance Specification (including associated Technical Data Packages referenced therein) (SOW Applicable Document (AD 3.1 and 3.2.) and supported by official correspondence from NAVSEA 05 stating as such. First Article will be waived for Offerors with full qualification.

2. Partially qualified – The offeror is qualified to produce compliant units to an earlier revision of ADs 3.1 and 3.2, including under a Request for Variance (RFV) approved by the Government, but requires design modification and partial qualification in order to meet this contract’s requirements.

3. Undergoing qualification – The offeror is undergoing Government qualification but has yet to receive final qualification approval.

4. Not currently qualified – The offeror does not presently meet the definitions in items 1-3 above.

The Government will evaluate each offeror’s proposal based on its qualification status, as detailed within solicitation Sections L and M.

*Offerors are only required to price CLIN 0002 First Article units. The unit price for CLIN 0001 is provided in Section B as is the Government provided ceiling value for Production Units (CLIN 0003). Data in accordance with Contract Data Requirements Lists (CDRLs) (CLIN 0004) is Not Separately Priced (NSP).

This requirement is SUBSAFE Level I material, therefore, higher-level quality standards are applicable. The offeror will be required to submit with its offer documentation of its Quality System or, in the alternative, a copy of the offeror’s current ISO 9001:2015 Certificate of Registration (if registered).

Final requirements will be outlined in the solicitation, but the Government anticipates the following applicable higher level quality standards:

Order Level Source Selection Considerations

Market research indicates that no one company can satisfy the Government’s TR-317 Series Hull Penetrator assembly requirement for greater than 400 units per month. Therefore, a MAC gives the Government its best method of meeting the required throughput. At the order level, the Government contemplates that award will be made to the group of offerors whose collective average unit price and throughput constitute the best value to the Government. The following scenario depicts the Government’s anticipated post award (order level not to be confused with the MAC solicitation) approach:

Delivery Order Requirement Scenario:

Government Requirement: 400 units of the TR-317 Series Hull Penetrator Assembly per month with delivery starting at 8 months after order issuance for 18 months.

Example offeror table:

Offeror Offeror A Offeror B Offeror C Offeror D Monthly delivery quantity

250 100 100 50

Unit Price 20 18 19 17

In this example, noting the Government’s minimum requirement for a quantity of 400 units per month, there are two means for the Government to receive its minimum requirement:

1. Offer A, B, D (as price for B ($18) is lower than C ($19), yet throughput for each is the same

(100)). A, B,),) and D reflect a total throughput of 400, meeting the Government’s requirement, at an average unit price of $18.

2. Offer A, B and C reflect a quantity of 450, exceeding the Government’s requirement of 400 by a quantity of 50, at an average unit price of $19.

In this example, the Government evaluates if the delivery of an additional 50 units per month above the Government’s minimum quantity requirement of 400 is the best value to the Government as the average price premium represented between the two groups of offerors is offset by the value to the Government of receiving throughput of an additional 50 units per month.

Additional Notes:

NOTE 1: This requirement contains drawings that are designated Distribution D and export controlled which means distribution is authorized to the DOD and US DOD contractors with a valid Joint Certification Program (JCP) certification. Only Offerors with an active registration in JCP will be provided access to the drawings at time of solicitation. Please visit https://www.dlis.dls.mil/jcp for further details on the program and registration. Offerors requesting drawings shall submit its JCP Office certified DD Form 2345 Military Critical Technical Data Agreement with its document access request.
