Presolicitation Synopsis

This no ce serves as a presolicita on no ce/synopsis as required by FAR Subpart 5.204 – Presolicita on No ce. The Air Force Test Center (AFTC), Specialized Contrac ng Branch, (PZZC), 205 West D. Ave, Bldg.

350, Eglin AFB, FL, 32542, intends to issue a solicita on resul ng in a single award for the Mobile Air Combat Maneuvering Instrumenta on (ACMI) Special Access Program Facility (SAPF). This no ce of contract ac on does not cons tute a solicita on, nor does it cons tute a request for proposals.

46TS is looking to design, then build, a 53-foot mobile Instrumenta on/Command & Control Special Access Program Facility (SAPF) to house equipment and personnel for the conduct of ground and flight test missions in support of Air Combat Maneuvering Instrumenta on (ACMI) development programs.

This mobile facility will contain an unclassified “General” area with its own access door and badge reader which will house unclassified test equipment, small kitchene e, and serve as Mantrap to the classified Opera ons Area via a vault door which will also include a badge-in reader for separate controlled access.

This procurement will be adver sed as a 100% small business set aside. This procurement will use FAR part 15 Contrac ng by Nego a ons and the Government intends to award a single award to small business whose proposal results in the Best Value to the Government offer (Tradeoff), with price and other factors considered. The contract will have a base period for the trailer design and one (1) op on period for the trailer build.

The an cipated contract type will be a Fixed Price Incen ve (FPI (successive targets)) contract for the design phase of the requirement. Addi onally, a Fixed-Price with prospec ve price redetermina on approach will be used for the build phase of the requirement. The evalua on factors and significant sub-factors that establish the requirements of acceptability shall be set forth in the solicita on. The North American Industry Classifica on System (NAICS) code is 336212 with a size standard of 1,000 employees.

The es mated date of issuing the RFP is Early to Mid March 2024 meframe.
