Long-Term Pavement Performance Program (LTPP) Technical Support Services
Synopsis:
The Department of Transportation, Federal Highway Administration (FHWA) has a requirement for a non-personal services contract to provide Long-Term Pavement Performance (LTPP)
Program Technical Support Services. The Long-Term Pavement Performance (LTPP) Technical
Support Services Contract is to support research activities of Federal Highway Administration’s
Office of Infrastructure Research and Development located at the Turner-Fairbank Highway
Research Center (TFHRC) in McLean, Virginia. The Office of Infrastructure Research and
Development (HRDI) conducts and oversees research and development programs and projects that address critical highway infrastructure needs and priorities of national importance. The
HRDI Long-Term Infrastructure Performance (LTIP) team manages the highly visible LTPP research program, which is designed to study how and why pavements perform the way they do.
Engineering support services for the LTPP program are needed to ensure proper field data collection, QC/QA and validation of the collected pavement performance, materials testing and other relevant engineering data. On task order basis, work shall encompass, but not necessarily be limited to, the following activities:
• Provide engineering support to the LTPP program staff in collecting pavement monitoring and response data, materials characterization, other related data, and LTPP data analysis as identified by the Government.
• Provide engineering support to the LTPP program staff in the development and implementation of procedures and specifications for the quality control and quality assurance (QC/QA) on data collected by the LTPP program.
• Participate in the development, refinement, and assessment of pavement performance monitoring activities conducted in support of the LTPP research and provide technical services in the conduct of pavement performance monitoring activities including such items as quality and uniformity of field operations.
• Provide technical support in coordination of the LTPP research program, including new test section designs, reviewing and assessing LTPP experimental design and status, and addressing special research needs that may arise.
These activities are critical in achieving the mission of the FHWA LTPP program.
The Contractor shall provide personnel with special qualifications for subject matter expertise and provide individual resumes for those people proposed to be assigned to work under the contract. Resumes must provide sufficient description of prior work experience and education or training to adequately perform the work anticipated.
The estimated dollar value of the required services is $8,000,000.00. The primary North American
Industry Classification System (NAICS) Code is 541330 – Engineering Services with a size standard of $16.5 Million. The period of performance is anticipated to be 60 months. The procurement will be competitively awarded using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. Evaluation factors for award will consist of Technical Capabilities, Past
Performance, and Cost/Price. The best value to the Government based on these factors will determine award. The solicitation will be available on or about May 29, 2020.
The Government reserves the right to make an award on initial offers, but discussions may be held, if appropriate. The solicitation cited above can only be obtained by accessing the secure website, https://beta.sam.gov/. Beta.sam.gov is designed to safeguard sensitive but unclassified
