Defense Logistics Agency Distribution
About this file
This is a Notice of Intent to Award a Sole Source Purchase Order from the Defense Logistics Agency (DLA) Distribution to Babington Technology, Inc., located in Rocky Mount, North Carolina. DLA intends to award a non-competitive purchase order under the authority of 10 U.S.C. 3204(a)(1) for four complete kitchen equipment systems to be installed into Expandable Army Standard Family Shelters supporting the Navy's 144-bed Expeditionary Medical Facilities. The required items include tilting field sanitation units, prep sinks with drain boards and storage, tilt skillets with airtronic multi-fuel burners, exhaust hoods, and load plates and cabinets. Each system includes total stainless-steel cabinetry, doors, sinks, and work surfaces; all plumbing and electrical components with sterilization systems; integrated on-board waste tanks with grinder/transfer pumps; on-board hot water heaters; and Level III drawing sets for installation and integration.
The justification for sole-source procurement is that Babington Technology originally designed, manufactured, and integrated these items into the shelters, and the Medical Assembly and Shelter Repair Division at DLA Distribution Hill, Utah requires identical replacement items during shelter refurbishment to maintain configuration management, form-fit-function interchangeability, repair parts compatibility, and minimize new training requirements for support personnel. The North American Industry Classification System code is 333413 with a small business size standard of 500 employees; the Federal Supply Code is 7310. This notice is informational only; no solicitation will be issued, and no responses are anticipated. The Contracting Office is located at Defense Logistics Agency Distribution, 5430 Mifflin Ave., New Cumberland, Pennsylvania 17070-5008, with point of contact Tom Semones, Acquisition Specialist.

Notice of Intent to Award a Sole Source Purchase Order
DLA Distribution intends to solicit only from one source and award a purchase order to Babington Technology, Inc. located at 159 Fabrication Way, Rocky Mount, NC 27804 under the authority of 10 U.S.C 3204(a)(1) – Use of procedures other than competitive procedures.
The purchase order will be for four (4) tilting field sanitation units, four (4) prep sinks with drain boards and storage, four (4) tilt skillets with airtronic multi-fuel burners, four (4) exhaust hoods and four (4) load plates and cabinets that will be installed into Expandable Army Standard Family Shelters in support of the Navy’s 144-bed Expeditionary Medical Facilities. These items were originally designed, manufactured, and integrated into the new shelters by Babington Technology, Inc. The shelters are going through a refurbishment and require the same items to be installed in the shelters. The Medical Assembly and Shelter Repair Division at DLA Distribution Hill, Utah will be performing the refurbishment of the shelters.
Purchasing the items from Babington will allow the Navy to maintain configuration management (same system across the platforms); maintain form, fit and function in the platforms (the systems need to be interchangeable from one platform to the other and still connect to utilities and power hook ups with no engineering changes); repair parts compatibility to keep logistics requirements at a minimum (same system across the platforms); and eliminate any new repair/maintenance training requirements for support personnel.
The items function as a system and include total stainless-steel cabinetry, doors, sinks and work surfaces; all plumbing and electrical components required for installation to include sterilization systems; all hardware required for installation/integration; on-board waste tank with integrated grinder/transfer pump; on-board hot water heater; and Level III drawing sets for installation/integration.
The North American Industry Classification System code for this effort is 333413 with a small business size standard of 500 employees. The Federal Supply Code for this acquisition is 7310.
This notice of intent is not a request for competitive quotations. This synopsis is for informational purposes only. A solicitation will not be issued for this procurement action or posted to the single Government Point of Entry, the SAM.gov website. The Government does not anticipate receiving responses to this notice of a non-competitive action.
