About this file
This document is a Synopsis that provides notice of the government's intent to sole source the production of lithium-ion batteries using electron-beam curing technology to Ocella Inc., dba Ateios Systems.
The government intends to award a 2-year contract to Ocella Inc. to produce and deliver 20 pouch cells and 20 cylindrical 18650 cells using the U.S. Army Research Laboratory's water-based electrolyte technology. This is being pursued under the authority of FAR 6.302-1, as Ocella Inc. is the only known source for the required electron-beam curing capability. The government is issuing this as a Request for Information, and will consider responses from other offerors who believe they can meet the requirement, if received by the July 26, 2024 closing date. The Point of Contact for this opportunity is Benjamin Krein.

8. Description:
The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source, based on the company being the only known source of electron-beam curing technology that will enable production of aqueous lithium-ion battery cells required by the Government. The Government intends to solicit and negotiate with Ocella Inc., dba Ateios Systems, 7970 S. Energy Drive, Newberry, IN 47449-7128 (CAGE Code: 7ZTS1; UEI: PNM7TGPF9V62), for a contract with a period of performance of two (2) years, to enable production and delivery of three (3) amp-hour lithium-ion batteries, both pouch cell and cylindrical cell formats, using water-based electrolyte gels and electrodes cured with electron beam radiation and combined with an organic electrolyte for proper cell function. The Contractor shall deliver 20 each pouch cells and 20 each cylindrical cells in the 18650 form factor.
This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offerors who believe they can meet the Government’s requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
9. Requirement:
The Contractor shall produce 40 lithium-ion battery cells using the United States (U.S.) Army Research Laboratory (ARL)’s water-based electrolyte. These cells will have two (2) different form factors: 20 each pouch cells that match the current specifications of the Conformal Wearable Battery (CWB) and 20 each cylindrical cells in the 18650 form factor.
See attached draft of “Performance Work Statement (PWS) – Production of Advanced Aqueous Lithium-ion Batteries” for further details.
The Government does not intend to use Part 12 for this acquisition.
