About this file

This document provides a notice of intent to sole source a contract for a high voltage hybrid active load pull system. The United States Army intends to award a contract to Focus Microwaves Inc. to provide one system with the ability to load pull devices with voltages up to 400V, perform load pulls from 2GHz to 36GHz, and synchronize pulsed radio frequency and direct current signals. Responses are sought from other sources that believe they can meet the requirements by July 15th, with delivery required within 14 to 16 weeks of award at the Army Research Laboratory in Adelphi, Maryland. The system must resolve currents in the milliampere range, characterize diamond devices, and support the development of diamond surface technology.

8. Description:

The United States Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 1901(e)(2), implemented by FAR 13.501(a) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements base on the system must be modular in design to allow for future upgrades and must meet the following four (4) critical requirements:

· The system must be able to resolve currents in the milliamperes (Ma) ranges. Diamond substrates are in their early stage of development, and, as such, are very small in size. Therefore, small, and low current devices are needed to maximize the substrate space.

· A critical element of diamond surface device technology is the two-dimensional holes gas, which is at the surface of the device, typically called the channel. The behavior of the channel as a function of the input power is imperative to developing this technology. To this end, the HVHALP system shall demonstrate the ability to record and display both the instantaneous voltage and current at the input and output of the devices.

· For power output performance characterization, the system must be able to pulse currents and voltages with negative and positive voltages that have a magnitude of at least 400V while maintaining Ma current resolution.

· For surface characterization, the system must be able to synchronize in both continuous and pulsed conditions, the application of Radio Frequency signal and Direct Current (DC) bias.

The Government intends to solicit and negotiate with Focus Microwaves Inc. (Focus Micro Ondes Inc.), 4555 Chemin du Bois-Franc Saint-Laurent, Quebec, H4S 1A8 Canada, for one (1) HVHALP System. Focus Microwaves Inc. is a Canadian-owned entity, operating in the U.S. and is the only manufacturer that can meet the Governments minimum requirement for a High Voltage Hybrid Active Load Pull system.

This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror’s who believe they can meet the Government’s requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.

9. Requirement: The Government requires one (1) HVHALP System with the following minimum capabilities:

1) Ability to load pull devices with voltages as high as 400V negative and positive polarities;

2) Ability to do load pulls in the frequency range between 2GHz – 36GHz;

3) Hybrid active load pull capability;

4) Capable of performing pulsed Current-Voltage (IV) as well as pulsed Radio Frequency (RF) signals;

5) A phase reference for dynamic load line capturing and ploting;

6) Software for synchronization, and calibration;

7) Training in the calibration, use and operation of the system Delivery and contract completion are required within 14 – 16 weeks after contract award (ACA) to Adelphi, MD.
